Welcome to year seven of The Perfect Keeper League. We have two new managers this year. Wazaap_guy will be taking over danimal's team, and GolfFreak will be taking over Andrew's team.

Usually this annual thread is to discuss rules changes proposals, but I have none this year. If anyone else has a proposal please feel free to post it here. We will be exercizing the draft picks for release rule unless the league would like to vote on it for use this year.

Tentative schedule:

February 27th - Extensions, call-ups and drops-for-draftpicks are due.
March 5th - Free agent draft begins
7 days after draft conclusion - Contracts are due.
Free drops of drafted players until April 6th.

Thanks for the note. Kinda a busy time right now, and not sure I'll have much time to check in on contract details and such until after the Feb 19th primaries.

That still leaves enough time for some trades though. :) Feel free to email me if you're looking to pick someone up off my squad.

I have brought up in the email if everybody in the league understood that last year's change was not a one time thing. I understood it as a one time thing. Dropping a player's contract and losing draft picks was fine for one year. I don't want to cause any problems, so if no one else has a problem I will live with the change.

Okay... well discussion has come thick and fast this season... lol.

Hopefully this season will be better for me, if players perform how they are supposed to, i might be able to finish 5th!!
If not, i have some very strong minors who can help me out next year.
Always looking to make moves if anyone is interested? If i dont move Lidge, i may be after a 2nd closer if anyone has a spare one available.

Yeah my impression was that it was an every year thing... that was part of why I traded for Turnbow IIRC (knowing I could drop his 7 points this year by sacrificing a draft pick).

The rule was meant to replace the scheduled cap increases. When we voted on it I typed that several times. I apologize if that was not clear.

Proposed Rule Change.

o When you release a player, you will take a cap hit of [($ left on contract / years left on contract) * 1.5]
 You will have two options on paying this cap hit
• You pay the total cap hit the year following the release OR that current year
You spread the cap hit out, evenly, over any amount of years less than or equal to the amount of years left on the contract when released
 If a player retires, you may release him with no cap penalty.

I propose that youc can spread out evenly or front load the drop. Back loading the drop is not a good idea, but if an owner chooses to front load that shouldn't be a problem.

Do we need to define retire? Is it a player that doesn't not have a major/minor league contract?
I had A. Boone a couple of years ago and techniquely he was out of baseball for a year because he did not have a major/minor league contract. This is a different example, but I wasn't pleased I had to keep him on my roster even though he was not under contract with any team.

How could we possibly revote on last years change?

Myself and Bossman didn't understand that replace was more than a one time deal. I know other owners did not understand this as well. It is pretty obvious which owners understood this new unclear rule change and which owners did not.

Thats just a joke though.

I think we should keep it as an every year thing. Its so much better than being stuck paying for someone who should have retired years ago who just wont give up. And there are other cirumstances which it comes in handy, pay a good price for a good player, and then they just injure themselves every second week.
I think its a good rule to keep the league more competitive. If we keep increasing the cap, we are just gonna give bigger contracts and be stuck with the same problems.

I generally have no problems with a front-loaded drop as long as there's money spent in every year of the cap hit duration. I would say that more specifically, it should be that you can assign however many dollars you wish to the current season and remainder must be spread evenly, at least $1 a year. What does everyone else think?

Retired players are usually those that choose to leave organized professional baseball in the United States. The exception to that of course, is death. So far in this league we have had one death, and at least one player under contract go to Japan. A. Boone was a case where nobody wanted to give him a contract because he was hurt so he was in limbo for a season. But he wouldnt have played even if he was under contract. It was a tricky situation but I did not deem it an exception.

I had another thought - Yahoo! for the first time will have Quality Starts as a stat. What are your thoughts on QS replacing wins?

Is Bonds retired? or is he not going to be offered a contract in US baseball? so what happened when the player went to Japan? that doens't appear to be a retirement? Please refresh my memory.

Quality Starts? How is that defined? I think it would be very interesting.

Id rather keep wins. You can sometimes pick up some cheap wins when you have a "closer in waiting" type of guy in your lineup, i think using QS greatly devalues relievers. So i say no to that. But im not gonna have a cry if everyone else says yes to it either.

Quality starts is a stat used for starting pitchers whereby if they pitch 6 or more innings AND give up 3 or less earned runs they get a quality start. It favors pitchers who are good more than lucky. Some argue that it de-values relievers but I doubt anyone drafts a reliever in hopes of getting wins.

I had a 2B who went to Japan in 2003 and upon asking AP10 (the old commish), I was allowed to consider him retired. I dont believe it has happened since to any player under contract.

i vote against qs as well. There is a reason i pick certain players and stay away from others. For example, a D ray pitcher might have a qs, but still lose the game.

I think it can have an impact definitely in the standings if you have 2-4 closers, those extra (potentially) 10 wins are a big advantage there. But i can see the positives out of it, you have s SP's against each other, both pitch 8 inning shutout ball and neither get the win, u just get good stats. It would be a big difference. I guess it could be good, we changed Avg. to Obp., here is a pitching stat that could be changed aswell i guess. I think the other hard part(mainly for this season anyway), is im not sure where you can find QS stats for prior seasons? Does anyone know? So itd be hard to judge SP initially.

I am going to be out of town for the next 9 days so just wanted to make sure to remind everyone that extensions, call-ups, and drops-for-picks are due on the 27th.

Here is the drop for draft picks rule and the ranges:

§ One time per year, during the off-season (after the end of the season and before the next season’s draft) a player may be released with no cap penalty, but instead will lose draft picks in the upcoming supplemental draft as shown listed below. Contracts are listed as total $ left
§ $1-$4 = One 5th round pick lost
§ $5-$8 = One 4th round pick lost
§ $9-$12 = One 3rd round pick lost
§ $13-$16 = One 2nd round pick lost
§ $17-$20 = One 1st round pick lost
§ $21-$24 = One 4th round and one 1st round pick lost
§ $25-$28 = One 3rd round and one 1st round pick lost
§ $29 or more = One 2nd round and one 1st round pick lost
§ The draft slots lost must be the team’s own draft position – it cannot be a draft position traded from another team. Also, a team may choose to use a draft position higher than the minimum required, thus a 3rd round pick could be used for dropping a $7 contract, for example. Any contract over $17 requires the team’s 1st round draft slot to drop.

I am fine with keeping the rule for dropping a player, since no one else has voiced much of anything. It would be difficult on the league to change this rule now. The only thing I would suggest to change is continue the penalty after 32 contract years and keep going.

I'm OK with front loading the drop. Also, I'm lukewarm on the QS (mostly because I don't know how it would impact my team). At this point, unless someone has some data, I'm in favor of not changing from wins to Quality Starts.

I am also OK with front loading the drop. I am not in favor of switching from wins to QS. As for a minimum IP rule, I think it should be discussed.

That was an issue that came up last year because danimal essentially had little quantity pitching, even if he had quality pitching. I'd be willing to say that the minimum should be 1000 IP, but I am not sure that it is something that will happen again and is certainly not a viable strategy as one would get slammed on two or three other categories.

I have actually considered lowering the maximum IP as very few teams actually reach it and it might make pitching strategy more interesting, though I am not going to go out of my way to campaign for it.

I like the "front-load as much as you want current year, then spread out idea"... except that our system doesn't allow for you to sign players with fractional values. Thus if you ended up with 0.25 per year for 4 years, it basically counts as a full point (unless you add other fractions to the mix)... so yeah, basically I think there should be more flexibility in the distribution of cut players... the penalty is bad enough as-is. Front load, good... and being able to tweak the out years to avoid "fractions" also good.

Quality starts... I feel that is something we'd have to imlement 1-2 or even 3 years down the road, as we drafted and traded players every year with the idea of their future "win" output in mind, for example an up-and-coming Yankee pitcher you might be willing to pay a bit more to acquire than a D-Ray pitcher. :) Now, trying to project wins 3-4 years from now is a bit silly, what with trades and contacts and injuries and such, so I'm ok with eventually changing it, as long as everyone "sees it coming" and can make moves in the meantime accordingly.

Minimum IP, don't feel strongly, but would support it if everyone feels that's the spirit of the game, etc. But if we DON'T put it in, then I don't want to hear complaints about a reliever-only strategy, etc. As long as there's no minimum, that's a valid strategy.

Not in favor of lowering IP, I like that it's hard to reach frankly... it adds emphasis to having a deep starting roster, not just 1-2 studs and then a ton of scrubs who would kill your averages, etc.

Clemens was kind of in that odd "is he retired or not" situation last year (kept waiting for him to make up his mind), and can't believe I'm still stuck with his contract this year, but c'est la vie. Unless someone holds a press conference or puts out a statement saying they've retired, they're not retired IMHO. In Clemens case, I've just gotta suck it up and deal... even though I'd say he's very doubtful to pitch this year, if ever again.

No interest in Bret Myers.

That's 5 in favor of front loading drops. I will write up an official rule when I get back home and have time to think about it. It is going to be something along the lines of "As long as you have at least $1 per year in the rest of the years you can put as much as you want in the first year."

I dont think wins or IP is going to change for this league. If I ever design my own keeper league I might use QS from the beginning.

i have also mentioned about increasing the penalty when the contracts dropped are more than 32-35. I am not sure if anyone else is in favor of this or not.

Before, when you dropped a player you had three options: You could spread the cap hit out over the seasons that player had left on his contract, you could pay the entire cap hit that year, or the entire cap hit the next year.

Now you can front load the cap hit, ie an uneven amount in the years of the players contract that is more at the beginning and less at the end, as long as there is at least $1 in every year.

So a drop that incurs a $9 cap hit for three years starting in 2008 could be:

$9 paid in 2008
$9 paid in 2009
$3 in each year 2008-2010
at most $7 in 2008, $1 in 2009 and 2010.
or anything in between.

Then when do I replace his prospect spot? Is there a draft just for prospects?

If its during the offseason, just email nerf his contract with the rest of your resignings. The upcoming draft is for both prospects and major league roster. During the draft, you just have to state if your drafting that particular player to your prospect or major league roster.

If its during the season, just email nerf with who you are dropping(if you need to), and how long you are signing him for, and also email him to say you would like to add to your prospect roster.

As long as he is playing American professional baseball with an affiliated squad than he is not retired. In other words, even if he is in the minor leagues he is not retired.

I would not expect to get relief here. He is young enough and has enough skills that he will be floating around for at least the next couple of years.

Hmm... so by that logic, does Clemens qualify for retirement/free drop? If so I need to drop him and shift some of my resignings to be more front-loaded.

Yeah its done now. As I said in the email I am going to try to start the draft on time since I got everything done this morning. I will wait a bit longer for any corrections to the rosters I sent and then will send the taken players list, traded picks list, and draft matrix. If it's all cool, the draft will start on Wednesday at 2pm EST with wiggs on the clock.

Hey guys,

I've been up all night and about to catch a few winks on the office couch 'cus there's no busses for at least another hour or longer. All my draft stuff is at home... forgot to email it to myself at work. But fortunately I don't draft until end of first round. Just wanted to give you a heads up that I might get off to a slow start tomorrow... please don't skip my first round pick! I doubt it'll be an issue with a 4 hour clock though... but just FYI I may not be as prompt as usual tomorrow.
