So there is one rule change we made last year that we need to revisit.

We set a minimum IP cap to 1200. The penalty for being below this cap was to relegate all pitching stats to 1's. Considering how the season unfolded, it seems that this may need to change. Because a team with fewer innings is likely to have a competitive ERA and WHIP, that team dropping to 1 in each category could artificially change the winner of the season. I benefitted from gaining a point in the final. If Bossman and I Had tied, I would have won because of the change. There was an added effect of having two teams miss the cap last year, which has never happened before.

So I think we need to be more specific about the rules. My personal preference is to leave W, SV, and K's as they are and concentrate on a penalty for ERA and WHIP. A team isn't going to be much better than 7th in the counting stats anyways.

One way to do this would be to subtract the IP for the team from 1200, and count those innings as if they accrued a 9 ERA and a 2 WHIP. This would help teams who just missed the 1200 IP threshold.

Another would be to drop the ERA and WHIP to the next highest whole number, and .10, respectively. A 3.5 would be a 4.0, a 1.25 would be a 1.3.

A third solution is to drop their ERA and WHIP in the standings by 3 places.

And of course, we could also vote to remove the minimum IP rule.

How about a fine instead. $2 Penalty against next years cap. And/or move to last place in the draft. I got hurt because my rebuilding tean that I took over two yrs ago lost two draft places as a result of the other teams not meeting the minium IP losing position for the season and gaining draft position for the upcoming season.

Goldcoach, that is a great idea. Anyone not making the IP cap is certainly not going to be vying for the title, so dropping them places actually helps them in the long run. The $2 penalty seems like the better idea, but creates more work for the commish.

How about change it to 10th in draft position? If it's two or more teams in one season, position is based on finish, lower finish gets first pick.

I like the idea of being dropped to the bottom of the draft. It would keep a team from benching pitching to deliberately miss the IP cap in an effort to improve draft position for the following year. I think it is probably the best penalty.

I am for the $ penalty. It really is no penalty in the draft order in the example that I am forfeiting my pick anyway to make a drop. I dont know how often that would happen, but the potential is there for no real penalty.

Unless of course you meant for the whole draft and not just the first round.

how about both the $2 penalty and fall to 10th for the entire draft.

I think the idea is that your regular draft position is lowered to #10, so you'd get 10th, 20th, 30th, etc, etc. That's a pretty big blow when otherwise youre looking at a top 3 pick in each round.

How easy is it to get to 1200? If I'm a rebuilding team with a bunch of young pitchers who get injured or sent back down to minors and what not, am I going to get dropped to 10th position despite making fair efforts to field a team?

I just had another thought....would it affect traded draft picks? If someone owns your first three draft picks for the following year, you could intentionally screw that person by missing the 1200 mark. Instead of 1.03, 2.03, and 3.03, they now have 1.10, 2.10, and 3.10....that would not be fair.

Two very good points.

1200 IP is the threshold I chose because it happens very rarely that a team falls below that. In 100 pitching seasons in this league, a team has ended below 1200 only 7 times. With 9 pitching slots and a 9-man bench, it should not be too difficult to get there. 9 pitchers throwing 135 innings a piece, for example, gets you there. Doug's situation has obviously been special circumstances these last two years. Only one other team failed to reach 1000 IP. The other four teams were in the 1150 range.

Really what it would do is get managers who might have given up on the season to keep rotating their starters to make sure they keep their draft slot.

Code Red's thought is a bit more concerning, though I don't think any manager here would purposely do that to screw over someone else.

A compromise could be dropping the team 4 draft slots instead of instantly going to 10th. That would penalize the team pretty fairly, but not penalize a team who has his picks too much.

I'll give this a couple more days to percolate and then do a poll.

I think the draft stuff gets really tricky as CR pointed out. $2 cap seems the best way to kick a team while it's down without messing things up too much.

If the issue is with the effect it has on top of the standings, I'd say come up with a rule like teams <1200 are automatically moved to bottom of standings in all pitching categories for the purposes of calculating league winner, etc.

I have a pick here in 4.04 that was Code Red's pick before he let me know about dropping Derek Lee. Once wolfer repicks (he also picked Dee), I am going to pick Dee Gordon and get him out of the system.

CR, click on your team name in the draft page, and then click on the pick and you can edit the position.

I just did that for Cespedes who was queue picked and was listed as OF by default (I was on phone and missed it).

To make room, I'm calling up Jesus.

Montero.

It's not often that I miss my targets later in this draft, but my 9th queue consisted of Duda and Rizzo, and nobody else.

My pick was only delayed because I had no contingency whatsoever for that. Well played sirs.

Only MLB ABs and IPs count for prospect qualification purposes. Also, appears not to matter if player was on another team's active roster, so long as they are prospect eligible (so if anyone is interested in any of my active-roster, prospect-eligible players, let me know!)

The draft is just about wrapped up (great job everyone!), so I am going to take this time to clarify a couple rules that came up during the draft.

1. There is a question on when a prospect is no longer a prospect, as we saw for the first time a player who qualified as a prospect signed to a contract, let go as a free agent, and then drafted again while still qualifying as a prospect, this time as a prospect. The League Overview has no specific rule for this case, as neither AP10 (who created this league) nor I ever foresaw this scenario. So I am going to add to the prospect rules that when a player who still qualifies as a prospect, regardless of his previous status, becomes a free agent, he 'resets' so he may be claimed or drafted as a prospect. A player in this situation who is traded as an active player must remain an active player on the other team's roster.

2. I am going to specify a change to trade approval time during the draft when draft picks are involved. Instead of 48 hours, I am going to change it to 6 hours. I am assuming that everyone is active during the draft, and when someone is trading their next pick the time needs to be shorter.
