1) Can keep a player as keeper for the full year once he goes over the limit? And part B to that, can you still move him from bench to active?

Alright... here are the rule changes voted on:
1. Prospect Rule:
Now stated as such:
Prospects may be called up or sent down anytime in-season or off-season prior to keeper declaration. In the off-season, prior to keeper declaration, prospects still below threshold may remain on the prospect list, be dropped, or be called up to the MLB roster as an MLB keeper. If called up and made an MLB keeper, prospects will lose their prospect status.
Votes include 8 in favor of the change:
Bean Barilko Nerve WG C1 Taxman Bili Bobo
4 haven't voted: Punk Tree Perm Dude Vacancy
That being said, I think this rule is safe to pass, unless someone has a strong opinion to share?
Let's leave this posted here for a couple days before we look at the IP rule change, so as to not muddy the waters.

I will vote in favor of that change as well.
Although, I do think the way we interact with our prospects could be upgraded. Barely anyone from our minor leagues is a viable keeper in a league this shallow.
I think we should considering adding a 8th keeper rule, that allows us to promote prospects who are under the limits after keepers are due, thus costing us our last pick in the in supplemental draft. For those of you familiar with the G20 league, it's the same.
I also think this would open up trading more, and give rebuilding teams more ways to reconstruct their rosters.
This is just a thought myself and another manager discussed. Let me know if anyone has any questions, comments or concerns about this.

<30> That rule in the G20 league is the biggest source of controversy in the league. After what this league has been through in removing rule abiguity, I dont believe reintroducing that kind of problem is a good idea.

Apologies I am not clear on the wording for the prospect rule.
So if you have a prospect who goes over the threshold, you can keep him on the prospect bench the rest of the season?
Once he goes over, if you call him up, you must keep him on roster or drop him, he cannot go back to the prospect bench? But as long as you don't bring him up, you can keep him the rest of the year on the prospect list. Is that correct?
If so I vote yes.
Thanks for sending the email, it's early, I think a lot of people are not quite focused yet.
On the pitching I vote yes to 1,400 IP limit.

Yes, I believe that was the issue we were trying to address last year. Currently you have exclusive rights to, and can move a prospect back and forth only until he reaches thresholds. I think we agreed that we wanted to keep exclusive rights to the guy for the entire season. What we didnt clear up is whether we should be able to send a guy back down after he met threshold. I could live with it either way.
What we really need is wording in our constitution that describes it properly.
On another note, once we get through the drafts, we typically posted an in season thread with the constitution and the prospect list at the top for easy reference. Putting both in the commish notes of the yahoo league is also a good tradition.

Last year was my first season in the league, but I thought the IP limits seemed reasonable. I'm cool with whatever the majority wants to do there.
As for my suggestion to make an 8th keeper rule, to give prospects more value, it's not my favorite rule either, and in hindsight this was the wrong league to suggest that.
My original thoughts on prospects came from my selection of Dansby Swanson with the first pick in our prospect draft last season. We could debate all day whether that was the correct selection in hindsight, but he did work out reasonably well for a prospect. He played well in the minors, got fast tracked to the majors, and wasn't overmatched when he got there.
All good things if I could sit on this guy for a couple more years. Unfortunately in our league, the top pick in our prospect draft, who works out, is not a viable keeper for someone trying to win in 2017.
If what I just said is correct, which I'm sure is debatable, then it seems to me that changing how we interact with prospects, for the better of the league, seems worth investigating.

After reading my post I had a thought. Swanson may not be the best example, because he stayed under the limits, giving me the option to keep him down, promote him in season, and then decide if he's keeper worthy next year.
It's still debatable how many prospects from our minors will follow that path and be serious keepers going forward, but he is an example of one working out as best as we can hope, and he still has not proven to be a legit keeper.
I don't really have a suggestion or answer to this, besides making the making the minor league draft larger and keeping more prospects. And that'll just give us more lottery tickets, not really solve the problem of making these guys valuable enough to build around.
I'm not trying to champion any kind of huge change to the league or shake up a league that's been established for years. I can just see how the prospect situation will play out, and I like prospects, and would like them to be more of a factor, both on our rosters and as trade pieces.

Swanson is the perfect example. He will go over this year.
New rule means you can keep him for the rest of the year without anyone taking him.
Personally I think we should be able to move them on and off the prospect bench, even when over the limit, because other wise it doesn't really help you that much.

In the TPKL salary cap league that Nerfherders runs, and Nerveclinic and I play in, we have two thresholds. First threshold is whether or not you can draft a guy as a prospect. Second threshold is whether or not you have to promote him.
The promotion threshold is applied only once a year, before the draft. We do not, however, allow for moving the guy back and forth, because it would be too complicated for a salary league.

I think by saying for a hitter 300 AB is the limit, but you can keep him the rest of the year he goes over and you can use him as before, back and forth, it at least helps because now he might get another 400 AB before you have to give him up.
As it is right now, almost no one ever keeps a prospect because 98% are too raw at 300AB. And pitchers are even worse. The way it is right now, except for the elite, prospects are worthless.

Goat...we would love to have you join! We have one other manager confirmed to join, a friend of Tax, and his name is David. Here is a bit of a blurb from him:
I have played in several leagues over the years with Taxman..baseball, football and basketball, but now I only play in baseball leagues....with or without Taxman! This will be the 4th league for me this year. I prefer the rotisserie style of baseball to a heads up type league but will do a heads up. I have been a Nationals season ticket holder from Day 1 and Nats Park is where I can be found during the summer. I'll be heading down to watch Spring Training in about 4 weeks!

well, we agree on something.
years ago i proposed that we could declare a "Super prospect", someone we could keep for 600 ABs.
i'd love to see a significant increase in the threshold, perhaps as much as 600 to 700 ABs, and a related number of IP. if we wanted to keep all our prospects in a given year, we could, we just can't draft any more. you can have a max of however many prospects we allow, and they are yours, and you aren't forced to keep or release someone until they hit that higher threshold.
that rewards scouting, which is the whole point of prospects imho.

Last year we started the prospect draft on March 14th, and things went pretty smoothly from what I recall.
We run the regular draft immediately following the prospect draft.
How does everyone feel about Monday March 13th as the start date for the prospect draft, and the regular draft starting right after its completed?
As for keepers, I am proposing Thursday March 9th at 11:59 pm EST for keeper declarations.
Any thoughts would be appreciated!

We're gonna talk a little more and then drop a little trade advertisement. We have some good players but are open to mixing it up, if we can find a match. Early discussions involved shopping Donaldson, so whoever wants to get serious about a trade...

Alright...with nobody objecting to an earlier prospect draft start date, I am proposing we start the prospect draft next Monday, February 27th, at 9:00 AM EST.
So that means that prospect keeper lists are due by this Friday, February 24th, at 11:59 pm, EST.
Announce which prospects you are keeping and those that you are renouncing. If you do not leave intent on these boards before the deadline, all prospects will be renounced.
The regular draft will start two days following the prospect draft. (but early picks will be allowed)
Regular keepers then should be declared by Wednesday March 1st by NOON EST.

From Draft Time: First Pick Mar 19, 3:27 pm Last Pick Mar 27, 11:30 am
So, when you suggested: Monday March 13th as the start date for the prospect draft, and the regular draft starting right after its completed?
As for keepers, I am proposing Thursday March 9th at 11:59 pm EST for keeper declarations.

ALL keepers declared simultaneously, both prospect and MLB. This was a rule change from before, and it happened only after great deliberation. So, unless there is a groundswell to revisit it, I would not return to some other more complicated arrangement that, with this crowd, would be subject to many interpretations and debates.

An extra week of potential injuries doesn't bother me much. At most it will probably effect only 1 or 2 impact players drafted during that time. BUT if everyone else feels strongly, just go with the original date. I was just anxious to get going and not wait a whole month.

The other thing is our league has always had a mulligan if one of your keepers gets hurt between the time you declare and the draft you are allowed to swap. It's happened a couple times over the years.
But that said I am all for waiting as long as possible.

Kind of. You had 6 prospects originally, but as you stated, 3 went over their limits, which leaves you with three: Almora, Mateo, and Olson.
You can choose to keep all 3 as your prospect keepers, and then draft 2 more in the following prospect draft, OR, you can choose to renounce any of the 3, which would give you another pick in the prospect draft.

Not quite. At the end of the prospect draft, everyone will have 5 prospects total. You can keep up to 3 prospect-eligible players from last year's prospect draft. Or you can throw them all back and draft 5 new ones. As managers use up their prospect draft picks, they drop out of the prospect draft. So in the first two rounds, everyone will make a pick, but in subsequent rounds only managers that didn't keep prospects will get to keep picking. Better?

The prospect draft thread has been set up. Draft begins on Monday, if you want to make an early pick, great, but don't feel any pressure to do so.
However...if you do plan on waiting a prolonged time, please just post here and let us know so that we aren't continually checking the progress of the draft.
Keepers are all entered in Yahoo. A huge thank you to those that checked off their keepers in Yahoo, most did, a handful didn't. That saved me a ton of work for those that did.

I think Jose Perez plays in some unknown seniors softball league with David's player, Mike Stanton.

I plan to add players to rosters on Yahoo on a regular basis so that you can search there for rankings on available players.
Just keep an eye out on all the prospects. If a guy is there 50 spots after his ADP and he's a rookie or sophomore, double check his status!

Maitan is 17 now, so he's been to second base a time or two.
I just thought he would get picked before my late 2nd rounder and his upside was worthy of my last prospect slot. Obviously I know there are players who could help me quicker who also have upside, just not like him.
I don't think the rules allow for a legitimate attempt at a rebuild through the prospects, so I'll just plan to finish in the top 3 again this year.

Biliruben - I'm sure there are several examples over the years of picks people would make differently with hindsight. I have always been a sucker for elite upside. even if I have to be patient, pass on more established prospects and risk a huge bust. If Maitan isn't getting compared to the likes of Miguel Cabrera, Chipper Jones and Miguel Sano, I make the safe pick. I also view Vlad Guerrero Jr. as the next best choice if you're shooting for the moon, so I'm with you on that.
Goatloacker - Nice pick with Jharel Cotton! He was the player I was trying to move up to trade for. I think he has some serious strikeout upside and pitching in Oakland can only help keep his ERA/WHIP is check. I wouldn't even be shocked if he's a real keeper next season.

Nerve- It's not out of the question that Maitan could be a top 10 pick in fantasy drafts in 2020 at age 20, just like Carlos Correa.
I don't see the connection you keep making between my selection of Maitan and competing this year. Nobody being selected in this draft is going to make or break anyone's season.
Anyway, let's get real here. While Maitan is a potential cornerstone player throughout the 2020's, Hunter Renfroe is going to back in the draft next year, getting picked as someone's 3rd/4th outfielder, if he works out. But at least you are planning for 2017...

I am sorry, can anyone clarify the prospect rules. Reading several of the threads above 30- 45. I am unclear what happens when a player reaches the prospect limits. Can the player be called up to your roster and be sent back down? Do I get to replace the prospect if he called up? Of course if I send him back down I would only be able to ever have 5 prospects.
I also thought Cotton was a great pick.

Hey Art I don't think anyone every answered that specific question. Only that you could put him on prospect bench and leave rest of the year once over 300.
There was a poll and I think most people wanted to also be able to move on and off bench that year also, but it was all left blowing in the wind.
Maybe the commish can sift through the poll wreckage before the season starts and make a ruling so we have clear direction.
No-ones fault, just sort of how it has unfolded.

C1-NRB we've always been able to do that. The vote was if we could keep the prospect the rest of the year once they reach 300 ABs.
That passed.
What was a little nebulas was if we could also move on and off roster the rest of the year, and like Bili I think it did but it was never declared with certainty.
Would be nice to have full closure.

so if I am understanding this correctly. I can move a player up and down until they reach the limit. then they must be called up or they are placed on the WW( within the grace period which might be 5 or 7 days) I like the idea of being able to move a prospect up or down. One the comments that was made referred to the TPKL. Our prospect limits were only checked during the off season, not during the season. In that league we can call a player up at anytime, but we can never send them back down. I am just looking for clarification on the rule. Thanks.

Rule passed that once prospect goes over 300 AB you may keep until the next year. That received 100% of votes so that passed.
During the vote the question was raised can we continue to move between active roster and prospect bench (Like we can before 300 AB 125 pitches), or do you have to keep in one place (Either bench or active roster) to keep until next year.
The reason it is not definitive is the question came up in the middle of the other vote.
It seems to me most of the comments were we should be able to continue to move up and down. So that is the only outstanding question. My position was the rule change wasn't much good unless we can move the player as we can before the limit is reached.

Alright...so it looks like we just need to put this new condition to vote:
A. Allow for prospects to be shuttled back and forth between the prospect and the regular roster.
B. Once prospects have been moved up to the regular roster, they must remain there for the duration of the year, or else be released.
When passed, would this cover the ambiguity?

I see no difference in Billi's caveat:
restated = after they reach max can be shuttled back/forth and same for prospects before reaching max .. am I missing something?
point being, a Prospect can be moved up/down with out regard to ABs or Innings for entire season

Yes. As per our rule, we maintain rights to prospects to then end of the season in which they garner 300 Abs or 115 IP.
So in effect, those players that exceed the limits are still designated prospects until the conclusion of the season which would negate the need for the caveat, no?

Right. All I was worried about is if we voted it down, we would lose the ability to move up and down before reaching the caps, if we didn't have the caveat.

In other words, the call-up is not the question, only trying to stash them when they have gone over the limits, because at that point they are not prospects.
So the rule change is essentially about changing the definition of a "protected prospect" to a player who is on a roster (prospect or active) and who has not passed the prospect thresholds (300 ABs or 125 innings) earlier than the current season. Yes?

At the risk of being rude for bypassing PD's question, I count at least 8 "A" votes. That is a majority in a 14 team league. I motion the commissioner rule the "A" vote passes.
You can keep a prospect for the rest of the year once he goes over 300 AB and 125 IP. You can move him back and forth from prospect bench to active lineup.
At the start of the next season you either make him a keeper or give him up.

Alright, the draft is started. There is no clock for now, but that might be something we have to revisit if needed.
I've removed most of the players picked in the prospect draft from the available player pool, so there shouldn't be any accidental choices there. There were a few prospects not in the player pool, but most were.
Bobo is on the non-existent clock!

As for the current vote for prospects, it looks like A passes as there were no dissenters to that motion.
So all prospects can be shuttled up and down to the regular roster up to the end of their prospect status, which is the last day of the season in which they surpassed 300 ABs or 125 IP.
Following the regular draft, I plan to start a new thread, leading with the newly changed constitution as well as all the prospect players, that way things are easier to find and locate for future use.

Hi everyone 2 AM here. 10 picks away from my turn. There is no way to leave a 10 pick cue for my second pick of the draft.
I might wake in the middle of the night but otherwise 7 hours before I pick.

Technical note...the waiver wire has always been the opposite of the draft.
I think the commish has to set it by hand...
You may remember my hand wringing for not using my number two slot to put a waiver in for Aaron Sanchez?

I remember 15 + years ago when this league started, we all used to complain about how hard it was to find good players to draft after the first 10-12 rounds or so. (+ the 7 keepers so really like round 17-19)
Now I finish the draft and wonder oh should I have taken him instead? Hmm is there anyone I can drop for him?
I think the research has just gotten so much deeper.
And consider, that was before people even started taking the 300 below AB players and sticking them on the prospect bench.
Times have changed....

I'll play. I've got two; a pitcher and a hitter.
Jerad Eickhoff, P, PHI Taxman, Pick #134 Eickhoff is in his 26 year old season. His WHIP will be sub-1.2, he'll approach 200 K's, and I think his ERA will closer to 3.00 than 3.50
Melky Cabrera, OF, CHW C1-NRB, Pick #147 Melky gets overlooked in most traditional leagues. He'll hit +.280 and produce 150 runs. His HR will be in the mid-teens, which isn't terrible. And maube he gets traded to a contender mid-season. I'll take that in "Round 19."

Yeah maybe not the best players but I meant in a 14 team keeper league, at least I still had a decent que of "fodder" left at the end of the draft.
Last 5 rounds I liked (in the context of a 15 team league) ...
Rd 18 Profar and Eickhoff Rd 19 Cron, Lance Lynn, Yadier Molina, Rupp, Garret Richards Rd 20 Orlando Arcia (Keeper league) Daniel Hudson (before mentioned closer) Rd 21 SP’s Morton and Finnegan decent end of draft SP's with upside. Rd 22 Bunch of decent relievers that could end up closing. Capps, Treinen, Cabrera and I was happy getting Folty

That being said, I might have panicked a bit and I blew up my team last night with a bunch of waiver adds.
Need to get something going, and I compare these moves to when the team leader goes over to the bats and throws them all over the place to shake the bad out of them.

i was thinking about this when i saw the news about Marte. this will definitely go down as one of those deals that turned out worse than anyone could have imagined.
that being said, i'm now nervous that we jinxed all three players, and Trout is obviously next.

Man, it seems like its been a crazy year for injuries. My top 5 starting pitchers and 2 stud 1b are all on the DL for me right now.
I am guessing part of this is due to the new 10 day DL, but still....ouch
Maybe we consider adding another DL spot, or is 3 enough for everyone?

Agreed its the 10 day DL and given that major change to baseball I agree we should add at least one more slot next year given its a keeper league.

It was a fun year and definitely not an easy league to win, so I feel a sense of accomplishment since this is my first Poli League title.
Special shout out to Dubai and WG for your consistent success over the years. For those who don't know, Dubai has finished in the top 3 for 7 STRAIGHT SEASONS, including 2 titles. WG has finished in the top 2 for 4 of the last 5 seasons, including 2 titles.

I don't know about Yahoo but CBS has already said they are treating him as a special player. On days he pitches you get his pitching stats, on days he gives hitting stats.
Works great in a daily league because you can move him in and out of position, but in weekly leagues you effectively have to pick one or the other each week.
I don't see how we can require 2 prospect slots at this point. He is a special case so Barilko got a special deal.

I know it's still early, but I have Josh Donaldson and Anthony Rendon at third base, as well as Rafael Devers coming up from my minors once the season starts.
Since we start two utility spots every day, it's not the end of the world. However, I would be interested in discussing a need for need trade, if anyone has an equal level keeper at a different position (Probably 2B or SS).
If I can't find a match, I'll just keep them all and maybe try again during the season.

OK so I will start the Ohtanis convo since Bark, the commish is recusing himself since he owns the player.
Here's my opinion.
1) Yahoo is making Ohtani two separate players. You can draft him as a pitcher and you can draft him as a hitter. You cannot have him as one player that does both. They explained this as a simple matter of how the programming in their system is set.
2) Bark Owns Ohtani as a prospect.
I really see two questions. Is he allowed to have both Ohtani's? Or does he have to pick one?
If he keeps both, does it use 1 or 2 prospect slots.
I feel that he was the smart one that grabbed him, he should have the right to decide if he wants both. (No way around it if he does this he will have to use two roster spots for this, that is a Yahoo rule)
I also feel that Whatever he decides, including keeping both, it should only be one prospect slot. I just don't see why he should have to use two slots.
So those are my thoughts.
So here is what I think we need to vote on, anyone else with any additional issues please chime in.
1 Does Bark get both Ohtonis if he wants them? Or does he have to pick one? I vote both
2 Does he take up 1 or 2 prospect slots. I vote 1
Bark did I forget anything?

I think that looks right Nerve. And whether I owned him or not, I pretty much agree with everything you've stated.
Its important to note, that if an Ohtani owner chooses to release the hitter or pitcher half of him, he can still retain the other half, and the released half is a free agent from there on in.
Confusing enough?!?

Voting on 2 really depends on number 1. If it is determined that he gets both, it should count as two prospects or two players. If he only gets one side of Ontani he only counts as 1 prospect.
