The Poli Baseball League Constitution
Rule Changes
In order for a new rule or rule change to pass, we need a majority the league (not voters) to vote yes. This is currently 8 of 14. The manager who proposes the rule should make a reasonable effort to publicize that there is a vote going on. If a majority do not vote for the proposal within a week, the proposal fails.

7 keepers; No more than 5 prospect keepers
Next Day Transactions - Daily/Tomorrow
Waivers - Continual Rolling List - 1 day waiver period
Trade Deadline - Closest Sunday to August 31st
Trade Review - League Votes
Supplemental draft picks may be traded

Draft Utility - Draftime
Player must be in the Yahoo database at the time he is picked in the
supplemental draft.
No time limit initially, unless deemed necessary
Straight Draft, Reverse order of standings
Prospect Draft & Rules
Straight Draft, Reverse order of standings
To be conducted BEFORE the Supplemental Draft
Under 300 AB's or 125 IP to be draft eligible
Any player at any level (as long as they are under limits) can be drafted as prospect. College, International, Little League etc.
You can retain up to 5 prospect eligible players from one season to next
There are 8 rounds in the prospect draft - minus a pick for each prospect you carry over.
ALL teams are entitled to EXACTLY 8 prospects by the end of the prospect draft. NO TEAM will be allowed to have any number other than eight prospects at the end of the prospect draft.
Prospects may be called up in-season and can be sent back and forth to prospect list until the end of the season in which they exceeded the stated prospect limits. As with our new rule, managers can keep prospects for the entire season in which they exceed their stated prospect level limits. So, if your prospect hits the limit in May, you may still hold his rights as a prospect until the beginning of the following season. Prospects may be called up or sent down anytime in-season or off-season prior to keeper declaration. If called up and made an MLB keeper, prospects will lose their prospect status.
Prospect rights may be traded.
Prospect picks may be traded as long as receiving team has enough spots to make the draft pick at time of draft.
You can trade for as many prospects as you like - however you'll need to have 5 or less at the time of the Prospect Draft

I believe that we need to first have a vote to have or not have GP/IP minimums. If we dont have eight owners who want it, then seems to me its kinda silly to split hairs over how many games we would use, when we dont even have agreement over the need.
There was quite a bit of discussion last season about this, in the end we did not implement minimums, despite the data from 2019 that was presented. That was due mostly to only half the owners weighing in on it, and eventually to the whole issue being upstaged by COVID. The 2020 season was an anomaly in so many ways, so its easy to dismiss anything that happened during that season.
In the next couple days I will repost a summary from last year's comments. I'll re-light the fire then. ultimately leading to a vote.

I'll vote no on minimums. I think it is solving a problem which doesn't exist, and also COVID is going to mean a lot fewer games.
Perhaps it won't be as bad as the NHL is seeing, but COVID will linger far into the baseball season under the best case scenario and it seems unwise to require it.

I have two simple requests that I hope you all can help me with.
1) Go to DraftTime and log on.
2) At the top you'll see a link to "Edit Account", click that
3) Click "Edit Real Name"
4) Make your "Real Name" your Rotoguru Handle (eg. Bean)
This will help significantly in putting your players in the correct team FOR ALL LEAGUES you use Draft Time for.
Another thing that would help, is if you must change your team name from year to year in Yahoo, put your rotoguru handle in your team name (eg. Bean's Senators).
The reason for these requests are obvious to anyone who has commished using Draft Time before. Please make my life and that of your other commissioners easier.

I have started a keeper thread. Post only your official keepers in that thread, no shameless ads for your extras, questions about the process or anything else please. Post that BS here instead, so nobody has to weed through that stuff to find your official keeper declaration.
You may update your keepers in the keeper thread by posting a new list. So, I suggest you post something ASAP, and update it later if you'd like. That way you don't end up with no keepers because you procrastinated.
There is no need to declare keepers in Yahoo, I will ignore it anyway.

I have begun loading keepers in Yahoo and will begin loading them into Draft Time later today. You can no longer "Set Keepers" in Yahoo as a result, though it was never necessary to do so.
If you want to check my work you can look at Draft Results at Yahoo. You can also see what is left after keepers in the players tab now. Of course, you will have to mentally subtract keepers for those who have not yet posted them.

<53> I cannot open the Draft Time draft until the prospect draft is done, and I have loaded the prospect keepers into Draft Time. My plan is to open the Draft Time draft as soon as I am done loading it. That should be a few hours after the last prospect pick, as long as I am free to do the work.
It will open with no clock. After a minimum of 24 hours, I will change the clock to 4 hours, where, hopefully, it will remain until the draft is over.

I will start the Prospect draft tomorrow morning because the keeper deadline will be after I go to bed.
I am running two other keeper drafts that start tomorrow, and have the same keeper deadline, so I cannot give you a specific time for when the prospect draft will start. I hope to get this one going first. I live in Colorado and normally get rolling about 8 AM. Do the math.
The prospect draft is always problematic, since we don't get automated notices of when its our turn. I can send text of when it's your turn if you like. I have a few numbers, and will do so for those who are in my phone.
If you are not sure if I have your number, or you would like this free service, send me a text at 1-719-638-0337. Identify yourself with your rotoguru handle please.
If you aren't taking me up on my offer, do your best to check in every couple hours to see if it's your turn. If you take over four hours between 8 AM and Midnight in your time zone, we are all pissed off at you. Even if you take more than 5 minutes, some jerk will be upset. Don't be either of those guys please.
No promises, but I'll try to send e-mails to prompt you. Running four simultaneous drafts while participating in another keeps me pretty busy.

Meatwads posted that he was drafting Ohtani, I assume he believes that his pitcher half somehow made him prospect eligible. If that were true every non-pitcher could be prospect eligible as pitcher and similarly every non-hitter could be drafted as a hitter. I think nobody would disagree that we simply cannot have this.

To be clear, Ohtani is not prospect eligible. He had 326 ABs. You may not draft him as prospect pitcher either.
During the Draft Time draft, you will draft him as either a hitter or as a pitcher. So, two different teams can have rights to him.
If Yahoo merges the two players in the future, only one owner can own him. Who ever has the oldest rights, gets rights to both if Yahoo merges in the future. So, for now its who ever drafts his half first.
Unfortunately WG did not think this was an issue and made his pick, Nerveclinic made his as well. So "Cleanup on Aisle Two!!!".
I asked C1-NRB to wait to make 3.01.

OK guys that's two players drafted without checking. I need to say something.
There is a reason I put ALL of the MLB Keepers and ALL of the Prospect Keepers at the top of the thread. All you need to do is type a CTRL-F to do a find on the thread for your player. You will find any mention of your intended draftee that way.
Be aware that misspellings matter, and I am not immune to that disease, but it should work for the most part.

I am about to start the Draft at Draft Time. It will be untimed until Saturday morning, at which time there will be a 4 hour clock.
You should check your keepers and draft picks at Draft Time and let me know ASAP if you find an error.
You should also check your keepers in Yahoo by looking a Draft Results.
Many of your prospects are not listed in Draft Time, and some of them aren't in Yahoo. The list of prospects at the bottom of the prospect draft thread has a key (x and y) for the ones who weren't in the two data bases.
As I add keepers and drafted players to the Yahoo teams, they are removed from the list of players in the players tab. I will load players drafted in Yahoo at least daily to keep that tool useful to you.
That should allow C1-NRB to function without his "spreadsheet" for at least the first round I would think. The first round is usually the slowest, be ready for that and please no whining about someone going too slow. We just need to finish round one by Friday night to stay on schedule, though I would prefer we make better progress than that.

OK, true story.
I started the draft, and saw that Nerveclinic had back to back picks (1.14 and 2.01). I instinctively panicked and thought I had set the draft for snake, halted the draft and contacted Fred to see if he could help me. He told me he could not fix that, and I decided I would just reverse all the even rounds through pick trades. However, I had stuff to do and would have to postpone for a few hours.
So, now I am back. I figured it would be easier to undo the two "legit trades" first then do the even round thing then put those trades back in. Still with me?
Turns out that the reason Nerve had back to back picks is that he had traded for 2.01. The draft was not set to snake as I thought, and I hastily jumped to a conclusion. Bottom line is it was all a false alarm, sorry guys. Proceed as normal. Let me know if there are any "real problems" with the draft set up.

Alright guys, we are at the point where I have to to do adds to your roster one player at a time as you draft them. To mark your prospects with a K, this is how we do things.
So, I started the season, dropped your prospects from your rosters and locked you out of adds/drops and trades until the draft is over.
You should be able to see all of your draftees (minus prospects) at Yahoo now. You can set a lineup now too.
You can still use the players tab, unfortunately you cannot remove the prospect keepers in your search.
If you find a mistake with your team let me know ASAP.

Draft is over and all of your players are loaded to your team. Prospects are not on your roster, but have a "K" next to their name if they are in the Yahoo data base. If you find an error let me know.
Adds and Drops are still locked until tomorrow morning when I will unlock them. At that point you can pick up prospects for your team, or add players via free agency.
Until tomorrow morning you may claim a player on waivers. I will do it for you manually, prior to removing the Add/Drop restriction. Just send me an e-mail.
Sorry, I can't be more specific about the time for removing the add/drop, it all depends on when I wake up, take the dog outside ,and have coffee, process waiver claims, etc. That said, figure around 10 AM EDT. It you are afraid you wont get that special player before someone else, use your waiver.
One last thing, remember to respect the "K".

Pretty sure the rule is you can have as many prospects as you want all the way up to keeper declaration, when you can have no more than 5. You must have exactly eight at the end of the prospect draft. Basically the limits are only applied during the prospect draft.

I dont think we have discussed that one in this league, WG. We have done so in the TPKL (I think five of us are in that ten man league). There we made a rule so someone cant trade away their entire future for the current season. Not sure, but it was a simple two years ahead I think.
More than one year out, and in the worst case, two teams could work together to trade odd year picks for even year picks and take turns winning the league. So far, that has happened.....yet.
I'll let someone else take the lead on sorting this out, if folks want to debate this one.

Congrats Biliruben on a great season and what ended up being a pretty convincing victory. Those plans I had were just longshots; I couldn't move up (or down) much in hitting so figured my only chance to get the 6-8 points needed to catch you was gains in pitching, so I started adding SP like crazy trying to improve on my ratios, Ks and QSs. It was also a chess game since everyone was adding SP so I had to look to probable starters 2 and 3 days out, which was actually kind of fun. It clearly didn't matter in the end but I gave it a shot.
Hats off to Phil for a strong finish and for giving me a good battle for 2nd. I was skeptical at first that all the trades you were making/made would result in a net positive but it clearly did and I think we flip flopped 2 and 3 more than a few times.
Shout-outs to Fred for a big 12th to 4th jump, and to Meat for yet another strong finish after top 3 finishes the last 5 years.
Thanks again to Bean for his efforts in commissioning and administering things so smoothly and efficiently.
Looking forward to next year!

Yeah, reay nice battle. I think k both of you came within 2 ptz of me in the last 2 weeks. No coasting for me. Was also looking 2 to 3 days out for some pretty bottom of barrel shit. Maybe we need to cut max innings to 1250?

Pretty amazing run for Phil looking at his roster. No idea how he did it. Definitely need Trea's steals even though losing Soto was a blow long term.

Yeah, nobody came even close to maxing but contenders. C1 left more than half is innings on the table. 1400 makes no sense. There aren't enough innings in the MLB.

As I told Monty, I'll be happy to help with draft set up. That's the majority of the work. So, if the draft is what's stopping someone from stepping forward. I got that.
Roll call/recruiting, keepers and trade collection, rule changes/constitution, and especially in season prospect monitoring is what I do not want to do. Perhaps people can volunteer for some of these jobs and a new commissioner would step forward.

We can always contract to 13, if we can't find someone at this eleventh hour. Can expand back out in the future. Expansion can be as simple as reducing our keepers by one and let the new guy pick his keepers from FAs. Return to the old rules in the following year.
All of that said, 14 teams this year would be better.

Here's a link to the prospect draft results from last year. If there were any trades, they are not reflected. Someone will need to go through the entire 112 player list to determine who is still prospect eligible and altering the list to reflect any trades from last season. You'll need to do this before we start the prospect draft.

A reminder that we are allowed you are allowed 7 keepers and up to 5 prospect keepers.
I will start a keeper thread and regular discussion thread--feel free to place tentative keepers in the keeper thread there, which (unless changes) will become permanent at 11:59PM PST on March 21.
So a manager can change their list at any time up until the deadline. But as always, it is a good idea to put a tentative one up because you don't want me picking your keepers.
