I currently use Adobe Reader 6.0.1. I also have Office XP.

I am having difficulty copying and pasting from a PDF file to Microsoft Word.

The PDF file I have has graphs and grids on it and they are not coming over in the paste.

Is Word the best program to be using for this? Also, which program can I use to manipulate existing and create new PDF files?

PDF is always hard to edit, especially when it not only contains text but also graphs and grids.

the only way to edit PDFs is using Adobe Acrobat (the writer), but that depends on the PDF-file (protected or not).

to create new PDF-files there are a lot of programs available. but none of them are for free. just do a google-search with "create pdf" and you will find a ton.

I myself have Adobe Acrobat available at work.

the only free libaries I know are iText and Apache FOP but I don't think that these 2 could help you, unless you are a java-developer
