Now that the managers for the 2007 RIFC have been announced, it is time to start forming qualifying leagues.
There will be two AAA qualifying leagues, and spots in those leagues will be reserved on a priority system. For those not eligible for a AAA league, one or more AA leagues will be formed, depending on interest and on finding commissioners.
As a preamble to soliciting interest in these leagues, let me recap the "expectations" that I sent out with RIFC Invitations this year:
1. You will actively manage your team throughout the regular season and the playoffs (if applicable).
2. You will regularly check the RotoGuru message forum to stay up to date on current league developments, during the preseason and the season.
3. You will make your best efforts to keep the draft moving along. If you have conflicts during the draft that will delay your responsiveness, you will make active use of queues or designated pickers to ensure that you do not hold up the draft.
4. You will post a timely, written rationale of each pick. Rationales are typically several sentences long, and posted with a 2-round lag.
5. You will provide an active email address to others in the league so that you can typically be reached daily. You agree to regularly check that email address during the preseason and the season, and to update league members if your email address changes. You will alert the others in the league if there are times that you expect to be unavailable or unreachable.
6. You will behave at all times in a respectful, cooperative manner.
It is not required that QL leagues post rationales for each pick - that is up to each league to decide.
Each QL must select a Commissioner, and each must choose a site to host the league. The RIFC will use Fanball once again. For the past several years, AOL offered a free version which was essentially a clone of the fanball system. I don't know if that option will be available again. Rules should generally be the same as those for the RIFC, but minor amendments may be made if the hosting system will not effectively support the RIFC rules. Again, each league should determine (in advance) which, if any, rules will deviate from RIFC rules.
I recommend that all QLs use the kafenated.net “On The Clock” software for their drafts. The cost is very modest ($10), and the automated features (emails alerts, queues, etc.) greatly facilitate a timely process. If the cost is an impediment, let me know and RotoGuru.com will fund the draft. By using consistent software for all RIFC-related drafts, it is much easier for me to produce a consolidated draft summary at the conclusion of all drafts.
Each league will have 14 teams, so we will need to fill 28 AAA slots. I recommend that the following priorities be used in filling those slots:
RIFC teams ranked 8-14 in 2005. All AAA teams making the playoffs in 2006 (excluding the six teams who are advancing to the RIFC) All AA playoff teams (excluding the winner, which is in the RIFC) Teams finishing 9th and 10th in the AAA leagues. I believe that this list identifies 28 teams. I suggest that we form a "first-come, first-served" waiting list for any remaining AAA openings, open to any participants in last year's QLs (AAA or AA) who are not already on the priority list above.
This thread will be for you to indicate your interest in participating. Please post your handle, an email address, whether you qualify for one of the AAA priority slots, and whether you are willing to serve as a commissioner. Once we get two people to serve as AAA commissioners, they can begin to organize their individual leagues. Ditto for AA. (There are no prequalifications for a AA spot.)
Please note that if you do not leave an email address, or if you leave one but do not check it, you may be skipped when leagues are eventually filled. Every year there are a few people who express interest early, but then fail to appear when the rubber meets the road. It is the responsibility of everyone who is interested to stay connected to the process. It is not the responsibility of Commissioners to use extraordinary means to reach anyone. While there is no immediate urgency, once spots become limited, you must be responsive.
Have I forgotten anything? Perhaps those involved in last year's league formation process can suggest other guidelines for making the process run as smoothly as possible.

I was looking at things coming up and I could also commish a league. If you are interested I will start up the AAA #1 league.
I'll set up a league on AOL Fantasy Football. We used it last year and it seemed to work well.
We have 3 other than myself who are interested in AAA that have qualified for it so I'll give first dibs at AAA #1 to them. If they agree we have in the league:

I commissioned last year, so it isn't a problem for me either. I e-mailed all the qualifiers from my league. I'm sure they'll both fill up, so why not go ahead and restart yours as well.
To make things easier on both of us, I propose that I reserve spots for all the qualifiers from my league, and you reserve spots for all qualifiers from yours.
This is where it gets tricky. Last year I signed up for AAA. Was already in the league. But then they forgot to include someone. Started it all over with first come first serve and four of us well-known long-time gurupies got cast-off in AA because it was first come first serve and soem people we had never heard of before signed up and we thought we were already in. Please allow anyone else who has signed up in whatever thread to have a spot. I qualified, so I'm not worried about me, but restarting all these threads is confusing.

Ref I understand and remember the confusion from last year. Since Letter J played in AAA #1 with Trip commishing I will allow Trip to invite him to play in #1 again. You have already expressed interest in the #1 forum so again I'll let Trip invite you. Electro was in #2 last year. I don't know if Trip has invited him but I will invite Electro into #2. Now no one is being forgotten. Hopefully.

I believe the list of qualifiers for AAA#1 is missing someone. I qualified for the RIFC as the playoff winner, so there should be 7 other managers from our league who are eligible for an AAA league this year.
Just didn't want to see someone overlooked.

I think Fugazi (team name was Trappers) should be on The AAA#1 list up above (smith32 is qualified for rifc and should be removed).
I would like to try AA, if acceptable. I have played fantasy football since 1982 (we did everything by hand) but have not followed RIFC nor have used IDP's before. I enjoy the ESPN game, and played TSN, but love GURU's Internet pages. Please everyone remember to pay GURU for his time helping us have a good time.

According to the FCFS list wiggs is offered a chance to play with the slightly bigger but not quite big boys (AAA). Choose wisely when you decide which AAA you want to play in wiggs. If you choose to decline the invite the next person on the list is Tree.

Wiggs and Tree have been sent invites to the AAA #2 league. Boikin and Fugazi have expressed interest and they have also been sent invites. AAA#1 is full now that Doug joined. I sent MUHAHOS an e-mail letting him know that the leagues are being formed and to let us know by Friday. I do not have culdeus' e-mail address and couldn't find it.

Wonder if at some point there might be just one AAA, AA, A, Rookie league, Development league, etc. And where fewer and fewer managers can get to the RIFC. I mean it seems like some tougher managers are in one league or another--but who knows. Anyhow, then the best managers would like to be in the highest league they could be in. Might be fine the way it is, but adding a second AA league is telling. I think there could even be another league started by next year. Good stuff and short enough that most people stay active.

Guess what I was getting at is to avoid confusion and people trying to figure out which AAA league to join, etc. we have pure levels, RIFC, AAA (now AAA1), AA (Now AAA2), A (Now AA1), Rookie League (Now AA2). Development League or whatever if we still need to add more. Since leagues are growing it's going to be even more confusing.
The concept is, the higher the league the more bids to RIFC and since the Rookie League will mainly be made up of new players--no bids at all to RIFC. Here are some numbers I just threw together in case anyone liked it.
RIFC RIFC: 6 AAA: 3 AA: 4 A: 1
AAA RIFC: 4 AAA: 6 AA: 3 A: 1
AA RIFC: 3 AAA: 3 AA: 2 A: 5 R: 1
A RIFC: 1 AAA: 2 AA: 3 A: 3 R: 5
Rookie RIFC: 0 AAA: 0 AA: 2 A: 4 R: 8
Obviously with Atrition there will be a First Come First Serve Basis to move up to the next highest league based on priority. We've seen how even players near the bottom of their respective leagues or newcomers are getting into AAA2 right now. So even though by the numbers it would seem hard to move up if you have a bad year, that is not necessarily the case. Just seems to me that someone who is new to the program shouldn't have the same status or equal chance to get into the RIFC the following year. But I guess if you win your league, you're in regardless of the competition anyhow (save for Rookie League in my concept).

IF the 5th league is formed, I suggest letting Guru know, as he has a good understanding of what he wants to accomplish with the RIFC. As of right now, I believe the two AAA teams have equal chance of gaining entry to RIFC.

We went to a second AAA league a few years ago (or maybe last year?) In order to have enough room to accommodate those from the RIFC moving down plus those from AA moving up plus a relatively significant portion of AAA teams staying put.
I also assumed that there would be as many AA leagues as were needed to fill demand. Last year, there was only 1. But there would be no pre-qualification for a AA league.
Ref's proposal [54] seems overly stratified to me.

Yep, not a huge deal, just an idea. The numbers are just something I threw together. I'm not against the way it is set up now--just an idea. As of now for instance, AAA1 fills up first. Then AAA2 goes until it needs FCFS from AA1.
Again, not a big deal, but seems to me that AAA1 may be the tougher league. Now I could easily be wrong. Then started thinking, as long as there are enough leagues, why not have an A league? Again, just ideas. If they work great. If not, great, If it sparks another idea altogether, great.
I volunteered to commish AA. Am I crazy? or will it be "fun"?

Custom Rules (additional rules entered by the commissioner)
All players - offensive and defensive - will be awarded 6 points for any TD scored. If the system fails to do this automatically, the Commissioner will manually override.
During the draft, trades may include draft picks. Trades will normally be approved immediately by the Commissioner, assuming they are reasonably balanced. If league managers believe an announced trade is unbalanced, they should protest the trade ASAP.
After the draft, trades will be subject to a review period. For the first 24 hours following a trade, managers may protest a trade by posting a message at the RotoGuru forum, or by sending an email to the Commissioner. If at least 3 managers protest a trade within 24 hours of its announcement, then all managers will be polled within the next 24 hours. If seven or more managers vote to veto a trade, then it will not be approved. If a proposed trade is announced less than 24 hours before the earliest freeze for any player involved, then the entire trade will not be processed until the following week.
If a trade does not receive at least 3 protests, then it will be effective 24 hours after it is announced. If a trade receives at least 3 protests but the protests are not upheld in a full league vote, then the trade will be processed 48 hours after it is announced.
Playoff roster limitations: Players at the primary skill positions (QB, RB, WR) and team defenses may not be added for any reason during the playoffs. Free agents at these positions will be locked out after the final regular season game. You may drop a player at one of these positions, but once dropped, that player cannot be added later.
Players at the other positions (TE, PK, IDP) may be added or dropped according to normal regular season guidelines, subject to playoff claiming priorities, if applicable.
Team which are not still active in the Championship playoffs may not make any transactions - adds or drops - even if they are still competing in the Consolation bracket.
