I sent out invitations to the RIFC qualifiers last week. I'm still awaiting acceptances from two managers.
Assuming those two will accept, today I sent out invitations for the AAA and AA leagues. These were based on last year's final standings, and were sent to the email addresses registered at myfantasyleague.com. If that address is not one that you check regularly, please check it now.
Last year, we had two 14-team AAA leagues and one 14-team AA league. For the AA league, three slots were managed by people who also had teams in another league - in order to fill a complete league. So even if everyone returns for another season, that still leaves three open slots in AA. And usually, there is some attrition, so I expect to have more than 3 openings to fill.
If you played in an RIFC league last year and did not receive an email from me, please send me an email (davehall@rotoguru2.com) and tell me what team you managed.
If you did not participate last year and would like to try it this year, please sign up in this thread and post an email address that you will respond to when details are sent out.
There is no cost to participate, although I do ask for a voluntary $5 donation to cover a share of the hosting costs.
I'll post a recap of league rules momentarily. For newcomers, be aware that this league uses individual defensive players (IDP) and a pretty diverse set of scoring stats.

Rules from 2013. It's possible there will be a tweak or two in 2014 - TBD.
Draft “Banzai” format: Same as a traditional snake, except the third round is reversed. Thus, the team with the first overall pick has the last pick in rounds 2, 3, and 4.

Decimal scoring is applied for all categories.

Unlisted players During the draft, any player may be drafted, regardless of whether or not the player is listed at the hosting game site. Once the draft is completed, unlisted players may not be added to any roster. This applies for any post-draft waiver processing as well.
In the event that a drafted player is not listed after the draft has completed, a placeholder player will be assigned to the drafting team, to be replaced by the drafted player as soon as he is available.
Position eligibility Except as defined below, a players position eligibility will be that assigned by the league hosting site.
If a player is listed at one position when drafted and that position is subsequently changed by the hosting site, the manager drafting that player may elect to retain the original position. In this event, that player will keep the drafted position eligibility until he is dropped or traded, at which time the eligibility will revert to the hosting systems default position.
Priority Claiming All free agents (any players not on a current roster) are subject to a weekly claiming process at noon on Wednesday, using a blind bidding process. Each team will be allocated a budget for the regular season of $100, with a minimum bid of $1. Ties will be broken in favor of the current standings (with applicable tiebreakers), worst-to-first. For 2012, blind bidding will use the conditional setup at MFL.
Starting at 3:00pm on each Wednesday, all free agents may be picked up by any team "first come, first served" Dropped players will not be subject to a one day waiver period.
Immediately following the draft, undrafted players will be subject to a priority claiming process (blind bidding), with tiebreaking priorities equal to the reverse of the draft selection order (i.e, the order in which team selected their draft sequence.)Starting five minutes prior to the scheduled start of each NFL game, no player in that game may be dropped, regardless of whether the player is an active or bench player.
Schedule 13 week round robin Doubleheaders all weeks 1-13 (play each team twice) Single elimination playoffs, weeks 14-16
Trades and trade deadline During the draft, trades may include draft picks. Trades will normally be approved immediately by the Commissioner, assuming they are reasonably balanced. If league managers believe an announced trade is unbalanced, they should protest the trade ASAP.
After the draft, trades will be subject to a review period. For the first 24 hours following a trade, managers may protest a trade by posting a message at the RotoGuru forum, or by sending an email to the Commissioner. If at least 3 managers protest a trade within 24 hours of its announcement, then all managers will be polled within the next 24 hours. If seven or more managers vote to veto a trade, then it will not be approved. If a proposed trade is announced less than 24 hours before the earliest freeze for any player involved, then the entire trade will not be processed until the following week.
If a trade does not receive at least 3 protests, then it will be effective 24 hours after it is announced. If a trade receives at least 3 protests but the protests are not upheld in a full league vote, then the trade will be processed 48 hours after it is announced.
The trade deadline is the weekend following the final week with byes.
Stat corrections Official stat corrections will be automatically applied. This typically happens on Thursday morning. In the playoffs, this can lead to an issue if a team is suddenly “back in the game”, but that team was unable to make roster moves the prior day. If a stat correction changes a playoff matchup at the last minute, then any impacted team will be given the opportunity to make a last minute roster move, if needed. The Commissioner will attempt to ensure that this provision is enabled as fairly as possible under the circumstances.
During the playoffs, once the first game of the week has started, no stat corrections will be allowed thereafter.
Playoffs 8 teams, single elimination The 8 teams will be those with the top 6 W/L records plus the two other teams with the most points The top four seeds will be based on W/L record (including applicable tiebreakers) Seeds 5-8 will be based on total points for the other four playoff teams Teams with equivalent W/L records are ranked based on total points first, then head-to-head record. Bracket is fixed (no reseeding after each round)
Blind bidding will continue throughout the playoffs. At the beginning of the playoffs, the top seeded team will receive an additional blind bidding allocation of $16, the second seed will receive $14, … with the 8th seed receiving $2. These allocations will be added to any balances remaining from the regular season. Any blind bidding ties during the playoffs will be awarded in favor of the better seeded team.
If a playoff game ends in a tie score, the team with the better seed shall advance.
There will be no restriction on player add/drop transactions for teams still active in the championship playoffs. Teams which are not still active in the Championship playoffs may not make any transactions - adds or drops - even if they are still competing in the Consolation bracket.

Any thoughts to maybe doing a Live draft this year (Instead of the normal speed we go at)?
Maybe we could give it a shot in the top league, and if it works well, implement it in the Qualifiers as well next year?
I think we should be able to reserve off a 3-4 hour block on a weekend to get it done. In theory, a 5min / pick for 24 rounds with 14 teams would take 28 hours, but in practice it normally falls a lot closer to the above.
Just a thought.

It'll never work. Getting 14 people to synch up their schedules isn't going to happen. I'm not even sure I could block out 4 hours on any weekend day.
And I actually like the slower pace of a weeklong draft. Let's me think more about each pick.

So far:
13 of 14 have responded favorably for RIFC (still awaiting word from Slackjawed Yokel.)
19 of 28 have responded favorably for AAA, with two declining (both being unavailable during draft time). Still awaiting word from 7 invitees.
8 have responded favorably for AA league. Only two AA invitees have yet to be responded to.
No newbies have yet signed up.
It seems unlikely that we'll fill all 14 spots for the three qualifying leagues. Last year we needed three duplicate managers to complete the AA league. This year, it'll probably take more.
I'm giving some thought to reducing the size of the AAA leagues to 12 teams, if needed. That creates a few issues: 1. That would produce 48 fewer drafted players, so the league would not be as nearly as deep as a 14 team league. 2. Scheduling would need to be unbalanced. We could play a double round robin for 11 weeks, and then the final two weeks of the regular season would need to divert from that. I might wait until after week 11 to set the final two week schedules, based on standings at that time.
Just mulling at this point.

12 team leagues appear to be the least-bad option.
One scheduling consideration would be to reduce the playoffs to 4 teams and have a 14 week regular season. We could then do 8 weeks with 2 opponents and 6 weeks with 1 opponent. Perhaps weeks 4-11 have 2 opponents to emphasize the bye weeks more?

I think changing from 14 teams to 12 teams is a really bad way to go, personally. 14 teams is part of what makes the league such a challenge. You have to deal with a more diluted talent pool to put your team together. It's part of the character of all of the invitational leagues. Deep rosters, lots of teams. It shouldn't be that difficult to bring a few new players in. I made a post on my facebook page and one of my friends joined within 24 hours. I'd suggest everyone make an attempt to bring some fresh players in.

Assuming that all who have posted above follow through (including Gmoney, who has not actually posted on his own behalf), then here is the current situation:
13 of the 14 RIFC teams have accepted. I still have not heard from Slackjawed Yokel. I need to resolve that quickly.
Of the 28 invites sent out for AAA, I have 23 acceptances, 2 declining, and 3 not yet responding. The three who have not responded are Wiggs, Goldcoach, and barilko6.
For AA, I have 13 so far. only one person who played last year has not responded (Phillybusters).
So at this point, for four leagues which would ideally have 56 managers, I have 49. I'll need to shift some managers from AA to AAA (and maybe one from AAA to RIBC), but regardless, we are still 7 managers short of a full set.
I'll send out followup notices to the four who have not yet responded.

Waivers should run at night and then open FCFS 15 or 30 minutes later. Waivers could be somewhere from 8 to 10pm.

I was actually thinking that waivers could still run at noon (or soon after), but FCFS could run at 10pm ET. That reason for the longer gap is to allow any glitches to be discovered and resolved in advance.

I like the gap so you have time to see the waiver run first. Since the waivers are generally set the night before it probably does not matter when they run, but the FCFS FA should be later when more people have access to the site.
When I was reffing I was always out on a field from 2:30 to 7 pm so never was able to get in on the FA run. I like the later time for that -- more fair.

That's the problem, having to set my waivers Tuesday night instead of Wednesday like every other league I'm in. 15 to 30 minutes is plenty to see if someone you want got dropped. Either you're on at that time or you're not. Having 10 extra hours of wait time isn't going to make any difference.

I forgot to comment on glitches. Have we actually had any legit glitches? I don't recall ever seeing waivers run incorrectly from MFL's end in my many years of using their site. I think it's unnecessary to allow time for glitches that don't happen. As for user error...double check your waivers. I've never dropped the wrong player in something like 9 years of using MFL.
