HKL Rule Changes for 2004
We essentially ran out of time to make certain changes to our rules for the 2003 season, so I figured Id get the discussion started much earlier this offseason.
Open issues currently in our rules in italics:
Also under discussion is if/when we will realign the conferences/divisions for parity.
Unfair trades - what happens? Is it rejected outright? Do the managers who want to make the trade have any recourse at that point? Plead their case and re-submit the trade (or a modified trade)?
Scoring Changes:
Special Teams scoring
Offensive Line scoring
Decimal scoring
Keepers:
Remove the 4 offensive, 4 defensive limits
Increase the reward for not keeping 8 players
Clarify which category (offense or defense) ST, OL, and PK fall under
Tiebreakers:
Technically, our tiebraking rules only apply to deciding which teams make which bowls. To avoid potential problems in the future, we should explicitly state tiebreaking rules for the following:
Playoff ties
Draft order
Deadlines:
Allow a player to be started or benched up to roughly 5 minutes before that player's game starts
Allow waiver pickups later than 36 hours before the first game of the week (the deadline is Tuesday night/Wednesday morning at 12:30 am for some weeks)
Miscellaneous:
What to do during Week 17 (Pro Bowl type game?)
[Maybe the most important]We have no rule stating how many votes are needed to change a rule

It seems to me like there are two possible ways to handle this: set high and low winning percentage thresholds for the divisions and realign whenever one of the thresholds is crossed or wait for a request from one of us to discuss realignment. Either way, it has to happen in the offseason. Im in favor of the second option becuase this is a keeper league, not a dynasty league. The fact that we have a draft in the offseason means a division that was very good one year may not be as good next year.
My suggestion may be too complicated, but I'll post it anyway. If a trade receives enough votes to be rejected, it obviously should not be put through. I think the two owners should then be given a chance to explain their reasoning. Then there should be a vote to see if the trade will be allowed. If it takes 4 votes to reject a trade, it should then take 8 votes to approve that same trade after it has been rejected.
I think the ideal scoring for ST would both reduce some of the week to week variability of the scoring (or at least lessen the magnitude of the negatives) and better reward special teams rather than bad defenses
I think this position needs more variability in the scoring and that we need to remove the tiers from the yardage scoring
While ties may be fairly unlikely in our league, we did have two this year. Decimal scoring isnt guarunteed to eliminate ties, but it does make them many times less likely
I dont have a preference yet, so Id like to hear the arguments for and against this
I agree that this needs to be done. If you only keep 7 players, youre "rewarded" with an extra pick at the end of the 12 round. In other words, you dont think there is another player on your team that is worth a 20th round pick in a normal draft. I really dont see how someone couldnt have 8 players on their team that should be picked in the first 20 rounds of a draft.
Yes, it is unlikely that someone will elect to keep one of these players, but I still think we should clarify this. PK and OL should be considered offensive players, and I guess it would make sense for ST to be considered a defensive player because its points are scored while the other team is in posession of the ball.
Common tiebrakers for playoff games are points scored by bench players, touchdowns scored by starters, total points scored in the regular season, and head to head results from the regular season. Unfortunately, all the methods seem to have weaknesses. In my opinion, total points is the most fair as it rewards the team having the better season.
The same tiebreakers as for the wildcard placement seem fine to me
Assuming the league software can support it, theres really no reason not to allow this. There isnt much worse than having to set a lineup on Wednesday night or Thursday morning knowing that one of your top players will be a gametime decision on Sunday or Monday.
What happens if youve got 5 WRs with two on a bye this week. One of your starters is playing Monday night but suffers a freak injury late in the week. Do you want to take a 0 because the deadline has passed?
Im not sure how it would work, but I remember someone suggesting a Pro Bowl like game during Week 17

12: i think that the winner of each division should be allowed to select a lineup made by players owned by his division mates and compete in a 3 team game, in which the team which scores the most wins. It should give the Division of the year's title.

wow this is a lot on the board. First I think week 17 should be divisions against divisions. #1 - leave the divisions the way they are. Things will change. #2 trades your suggestion is fine, since I didn't make one trade offer and only received one trade offer. #3 I vote lessen negative pts for ST. I know we talked about using avg. return yds, but I don't think that was possible. #4 I agree #5 I vote no ties-we could do several things here, but I vote for a coin flip or use bench scoring or top 3 bench players. #6 decimal scoring-either way, but I would be really pissed if I lost by .5. #7 I like it the way it is. If you don't keep 8 you are not rewarded very much. I had a boat load of early draft picks and it didn't work out, it is a big crap shoot with most of the defensive guys. You should keep 8. #8 I agree but I think ST could go either way. #9 Total pts is the most fair, but a win is a win and it doesn't matter if I won by 30 or by 3, lets not be the BCS. My biggest problem with total pts. is what happens if you just stink it up one week, you could be screwed wtih total pts. I think current tiebreaker is alright. #10 Yes give us the power. #11 This once again gives us some power.

1. I like the divisions the way they are. It mimics the NFL very well. I havent seen a great variation in divisions. All three have good and bad. 2. No opinion. Trades are rare 3. My proposed ST scoring was shot down because the season totals were not much different. However, I dont think we looked to see how the variances came out from week to week. I cannot stand having my ST scored based on bad defense. Though I got lucky with picking Atlanta this year. Smallworld had a decent system for Kick Returners at one time. Perhaps we can look at that. 4. Remove tiers and have 1 point per 10 yards rushing. Remove touchdowns. 5. This would make things complicated, but it would probably only be suited to yards gained. 6. Ive also voiced my opinion on this. Get rid of the limits and let us keep any 8 players. 7. 12th is fine with me 9. I assumed it was the same as wild-card ties. head-to-head, then points. In a three-way tie it should be best record among the three teams involved. For example, if I had beaten Doug in week 14, three teams would have a 7-7 record. Vs doug and bags I was 2-1. Bags was 1-1, and doug was 1-2. If this results in a tie, then it would be points. 10. This is the failure of the website. I love to be able to do this league in Yahoo! It really is the easiest to work with. But it doesnt do OL or ST. And I love them too much to get rid of them. 11. see 10 12. Pro Bowl Game sounds interesting. One team among the 3 divisions. It seems like decimal scoring may be a little misunderstood, so here's a quick explanation. Any statistic that isnt worth a full point is now worth a fraction of a point. Yardage is the clearest example. Instead of every 10 yards rushing equaling 1 point, every yard rushing equals .1 points. So 19 yards rushing isnt 1 point, its 1.9. Another example, although it wouldnt apply to our league, would be if sacks were worth 1 point. Under traditional scoring, 3.5 sacks would be worth 3 points, but theyd be worth 3.5 points under decimal scoring.
One thing to note, though. While decimal scoring may be more fair, some meaningless plays may become meaningful. The QB that takes a knee three times for -3 yards to end a game now scores .3 fewer points. The RB would catches a screen pass for -5 yards now loses .5 points.
Sure, it would suck to lose by .5 points, but is it really any worse than losing a game by 1 or 2 points that you would have won with decimal scoring? If youre still not comfortable with it, keep in mind that if youve played TSN/SmallWorld, youve already played with a form of decimal scoring.

Best Player, Offense: Ahman Green. Green had his breakout year in 2003, surpassing Brett Favre as the best player in Green Bay.
Best Player, Defense: Akin Ayodele. The 2nd highest scoring defensive lineman in 2003 had 113 tackles.
Best Free Agent Pickup: Akin Ayodele. Picked up on 10/2. He was one of the best pickups, if not the best of 2003.
Most Disappointing Player: Not many here… Kelly Holcombe was supposed to be the starting QB and couldn’t keep his job with the Browns. Hugh Douglas could not play well for Jacksonville and was dumped early.
BIRDS OF PREY (7th Place)
Record: 9-6-1 (.594) (6) Points: 3948 (4)
Offense: 1687 (5) Defense: 1878 (5) Special Teams: 383 (8)
Best Player, Offense: Priest Holmes. Holmes was the highest scorer in the league, breaking the record for rushing touchdowns in a season.
Best Player, Defense: Rodney Harrison. A surprise here, considering the other players on defense. But Harrison had perhaps his best season ever, leading all DB in points with an amazing 307.
Best Free Agent Pickup: Not a lot to choose from here. Kelly Gregg was a decent DL. Birds used his draft picks mostly and picked up players to fill roles.
Most Disappointing Player: Derrick Brooks. Despite making the Pro Bowl (which is more of a popularity contest), Brooks had an off season, barely being an average linebacker after winning Defensive MVP in 2002. The same thing can be said for Brian Urlacher.
ROLLING THUNDER (12th Place)
Record: 4-12 (.250) (11) Points: 3393 (11)
Offense: 1587 (8) Defense: 1478 (12) Special Teams: 328 (10)
Best Player, Offense: LaDainian Tomlinson. Arguably the best back in the league. Combined for over 2000 yards, and had 100 catches on an otherwise awful offense.
Best Player, Defense: Keith Brooking. The standout on wiggs’ team this year, Brooking had an amazing 126 solo tackles.
Best Free Agent Pickup: Courtney Brown. Had a decent first half of the season before getting hurt.
Most Disappointing Player: McNabb for the first half. But his amazing second half made up for it. Overall this would have to go to Warren Sapp, a questionable keeper who plays well in real life but not for fantasy points. At one time early in the year had nearly as much points as a TE as a DL.
IKE44 (11th Place)
Record: 3-12-1 (.219) (12) Points: 3318 (12)
Offense: 1422 (11) Defense: 1603 (11) Special Teams: 293 (12)
Best Player, Offense: Torry Holt. The second highest scoring WR for the season, he led the NFL in catches and yards.
Best Player, Defense: Takeo Spikes. Not a lot to choose from here. One could also argue that Jay Bellamy was better as a DB.
Best Free Agent Pickup: Ike made one pickup all year, and that was Marc Bulger. If you’re gonna make just one, that’s a pretty good one!
Most Disappointing Player: So much to choose from here, but we’ll go with Kurt Warner, as he just looked lost at QB when he got the chance. Corey Dillon would also be a good pick in the category.

Note: Doug was 1st in points by nearly a complete game (212). It’s amazing to me that he was only 10-6. However, he went 6-2 and outscored everyone in the second half.
Best Player, Offense: Randy Moss. The best player in the best offense. Moss led all WR in points.
Best Player, Defense: Keith Bulluck and Greg Wesley. A tie! Bulluck had 318 and 3rd among LB. Wesley had 276 and 2nd among DB.
Best Free Agent Pickup: Doug was a prolific FA picker-upper, with a total of 20 pickups! His best pickup of all of those was Keenan McCardell, who was 8th among all WR.
Most Disappointing Player: There really weren’t any. But if we go purely on expected production, Michael Vick will have to do. Doug was merely 10th in QB scoring with Vick’s replacements.
LONG BEACH LIGHTNING (3rd Place)
Record: 10-6 (T-4) Points: 3842 (6)
Offense: 1767 (2) Defense: 1678 (8) Special Teams: 397 (7) Best Player, Offense: Clinton Portis. Tough choice here, as the team was solid all along the offense. But Portis, when healthy, was a game breaker at running back, emerging as one of the best.
Best Player, Defense: Adewal Ogunleye. Lavar Arrington had more points, but Ogunleye was a more dominate presence in the lineup for the Dolphins. With Taylor being double-covered, Ogunleye stepped up and had a breakout year.
Best Free Agent Pickup: Anquon Boldin. Easy pick. The Arizona rookie broke all the rookie records for WR, and was not even the first WR taken by the Cardinals last year.
Most Disappointing Player: There aren’t a lot of obvious choices here. Ricky Williams had a down year, but only compared to last year. Jimmy Smith had an off year too, and was injured the first part of the season.
NERFHERDERS (6th Place)
Record: 7-9 (.438) (T-7) Points: 3809 (7)
Offense: 1371 (12) Defense: 1979 (3) Special Teams: 459 (2)
Best Player, Offense: Jeff Garcia. Not much to choose from here, but Garcia, despite missing 3 games, came back late in the season and played well enough to take the honors. Before this, it would have had to be the Kansas City OL. Pretty sad.
Best Player, Defense: Donnie Edwards. The best defensive player that nobody knows about. 2nd in overall scoring for all defensive players, and 3rd in the NFL in total tackles.
Best Free Agent Pickup: Kenard Lang. Lang had a great second half and supplied some nice points on defense down the stretch.
Most Disappointing Player: Lots on offense, but the honor has to go to Peerless Price. Without Vick in the lineup, Price had nobody to throw to him and was barely there all year.
ART OF MONK (9th Place)
Record: 6-10 (.400) (9) Points: 3700 (9)
Offense: 1518 (9) Defense: 1735 (7) Special Teams: 447 (3) Best Player, Offense: Jamal Lewis. Strangely not even the highest scoring player on Art’s team, but he rushed for 2063 yards and was the Offensive Player of the Year. Just doesn’t catch enough passes to make the points in our system.
Best Player, Defense: David Thornton. Emerged this year and finished 10th among all LB.
Honorable Mention to Art’s Special Teams, which totaled 302 points, mostly by San Diego.
Best Free Agent Pickup: Itula Mili. A late season pickup who was great down the stretch at TE.
Most Disappointing Player: Julius Peppers. Not particularly surprising, as DL who have breakout seasons tend to get double-blocked the next season. This second-year player should rebound.

Best Player, Offense: Aaron Brooks. One of those rare players that are not considered great in real life, but put up great fantasy numbers. Ranked 7th among QB’s.
Best Player, Defense: Ray Lewis. All-world linebacker. He plays on a completely different level than everyone else. 1st in total points, 2nd in total tackles. Defensive MVP. And it says a lot about Mike’s team to have Michael Strahan only the second best player on his defense.
Best Free Agent Pickup: Mike was even more prolific at picking up than Doug! Out of 24 pickups, the best was Shaun Ellis, who ended up 8th among all DL in points.
Most Disappointing Player: I honestly cannot come up with one. Maybe Mike will chime in on who he thinks was disappointing.
Offense: 1748 (3) Defense: 1675 (9) Special Teams: 519 (1)
Best Player, Offense: Peyton Manning. The best QB in points and the co-MVP.
Best Player, Defense: Jamie Sharper. The second best defensive player nobody knows about. Led the entire NFL in tackles in 2003.
Best Free Agent Pickup: And someone breaks the record again! 27 pickups for Italian Eagles. None of them made a huge impact, except maybe Dat Nguyen, who had a good season in 2003.
Most Disappointing Player: Jeremy Shockey. Wasn’t as good in his second year, even before he got injured.
COWBOYS HOMER (8th Place)
Record: 7-9 (T-7) Points: 3578 (10)
Offense: 1641 (6) Defense: 1635 (10) Special Teams: 302 (11)
Best Player, Offense: Daunte Culpepper. He had a great year, minimizing the mistakes that plagued him in the past.
Best Player, Defense: Jay Foreman. Lots of no-name guys in this group, but Foreman had the most points out of all of them.
Best Free Agent Pickup: What’s with this division and pickups? Bags breaks the bank with 31 pickups! That is an entire team’s worth! And out of all of those, it’s hard to come up with an impact player that Bags managed to keep a hold of. Domanick Davis will probably have to be the best, as he broke out a bit with some nice games.
Most Disappointing Player: Plaxico Burress. He just didn’t do much coming off of a breakout season in 2002.
Best Player, Offense: Steve McNair. Had a great year. The best passer rating and co-MVP.
Best Player, Defense: Tedy Bruschi. The heart of the New England defense, he had a great year and made great plays. 5th among all LB in scoring.
Best Free Agent Pickup: Tedy Bruschi. The best FA pickup of the season. Hands down.
Most Disappointing Player: Terrell Owens. Trading Holmes for Owens was a huge risk, and it did not pay off, at least for 2003. Beebop’s 2nd WR outscored Owens, while Holmes scored more than any other player.

My intention in starting this thread was not offer those 14 issues as rule changes we need to vote on. I had hoped there would be some discussion about the merits of the various sides of all the issues. I also expected any other ideas to be brought up as well.
But to answer your question, only 3 people have offered opinions on those issues, so a tally may be premature.

I am hoping dgrooves has a lits of our keepers, but I believe we have some flexibility from year to year because if we want to drop one of our original keepers we can replace them with someone from our roster this year. Bags, I am excited to see the TUNA and Gibbs battle it out again. The Cowboys have owned my skins ever since dannyboy took over. I miss the Cookes.

I remember who I kept on offense. My defense was so bad last year I am having trouble remembering who I kept, or would want to keep.

Keepers - A team may keep up to 8 players per year, with a maximum of 4 offensive and 4 defensive keepers. A list of keepers must be sent to the commish at least 6 weeks before the first game of the season each year. The first year, you can award 2 4-year contracts, 3 3-year contracts, and 3 2-year contracts to your players. You are free to "waive" a guy at any point in the future, you don't HAVE to keep him just because he's under contract. The contract is just the maximum of how long he can be kept. If he is traded his contract goes with him, if he is waived and picked up then it doesn't. A player that you assign a 2-year contract can be on your roster for 3 years total, since the first year isn't played under contract. Additionally, each year (except the first year) you have the option to allocate additional 4, 3, 2, and 1 year contracts (max. one of each) to players who you drafted or otherwise acquired during the season (no re-signings of players with expiring contracts), so you can have 4 "new" keepers each year, but then may only retain 4 of your existing players under contract in order to comply with the maximum of 8 per year.

I have counted 5 teams that have checked in the last week or so. We still have a ways to go. I thought the rules stated that we needed to declare our keepers 6 weeks before the season and we still need to get some type of vote tally on the proposed changes. I guess I am just a little hyped since I get the first and the 13th picks.

Well Im starting to wonder if this league is going to happen this year. We're supposed to give AP10 a list of our keepers in two days. AP10 and many other owners have not posted in this thread in months.

I am worried as well, I know AP10 is super busy with his new company. I am more than willing to help out in any way possible, but when the season starts I travel too much to be good help.
Saw the post in the football forum and thought I would post possible interest here just in case. Football is my main game and I may love to take over a team if needed. If not that is fine.

Has anyone received the email from AP10? I havent seen one yet, but Im not sure what email address he has for me.

Hey Bags if you could email AP10 and Ike and find out if they are in or out. We still have over a month before kickoff, so I would say dead yet? I am sure we could get some replacement owners if needed. I also don't want to see the league die since i have the first pick of the draft.

I hate to even bring this up but if we don't here back from them by ??? day do we need to consider moving on without them?

If we don't hear by the 15th lets move on. I don't see too many others even checking in anymore. I will be out of town until the 18th, feel free to advertise for some replacements. We could even move the league to yahoo and just have to changing the scoring slightly, I am with you that I don't want to see the league die.

It's now or never time for this league. We have two options: Let HCKL die, or bring it back with a new name, ten teams, 10 keepers, and throw Ike and AP10's players into the draft. That's the only way I can see it continuing now.
If we start over from scratch we have to start drafting now, like today. Not realistic.
