Charter looks good, Kerr. Just a couple comments.
1) I assume the playoffs will only include the top four teams? I didn't see that explicitly stated, but conclude as much from the payout and draft schedules.
2) Regarding requirements for trades to be in place for the draft, the mechanism is clear enough, but the date says March 31.
3) No one wants ANY restraints on draft pick trading? I thought Spitler's proposal for baseball was worthwhile...
4) Are you sure we have enough stat categories? Maybe we should include a "-2" for felonies committed that week, or "+1" for anytime a defender touches the ballcarrier after the tackle is actually made but before the whistle blows.

In response to Swinny's post:

1. The playoffs is 8 teams. My rationale is that with only 6, the 1st and 2nd place teams get a bye into the money. With 8 everyone plays for the right to finish in the money. Plus with 8-10 teams comepeting for the playoffs, it remains competitive. If members want to change, this is the place to say so.

2. As for the date, I just used the baseball charter as a template and forgot to change it, I will amend the date. Things don't change, I just use Dockins' work and call it my own.

3. As for the restraint on future trades, someone can propose and we can vote, I just wasn't going to unilaterally impose those restrictions.

Number of playoff teams. Kerr, you defended having 8 teams in the playoffs Wednesday then switched it to 6 teams today without discussion?

Vote Proposal: 8 team playoff, for the reasons that Kerr stated Wednesday. Can I get a second?

Rob, that was just to see what the consolation looked like with a 6 team playoff. Then, I had to run and do something and I simply hadn't changed it back. There is no conspiracy.

I didn't suggest there was a conspiracy. Because nothing in the charter dictates the number of playoff teams I'd think it would be in your discretion. So, I had just thought something had changed your mind.

In reference to Nighty's earlier post, I think that there SHOULD be a limit on how long a player may be kept. I propose that the player may be kept three years after the year in which he is drafted or picked up off waivers.

I realize that the motion has been seconded and will be sent out for a league vote. However, before I do, I want to ask is it three years with one team, or three consecutive years period, regardless if the player is on one person's team or after three years, three different people's team.

Yeah, I'm sure that the people who are drafting Peyton and L.T. would love to keep them for the rest of their careers, but somehow, that just doesn't seem fair to me.

If the 3 year vote gets passed then Kerr and I need to revisit our trade. I made the trade assuming you draft someone for as long as you want to keep them. There is a significant factor here when determining a balance of shelf-life v. potential v. positional value, all in the light of amount of time keepable.

Will that need to go to a vote too? There is no time for that.

Proposed Rule #1-07

Language: "The league fees for each manager are due by the completion of the second week of the respective seasons. Failure to pay by the second week deadline, will result in the delinquent manager's roster being locked and benched by the Commissioner, until timely payment is made. Payment is considered complete upon receipt by the League Treasurer. Should the delinquent manager fail to pay their league fee for an additional two week period; said manager will be expelled from the league. This provision shall apply to both the football and baseball seasons."

Purpose: Procure timely payment of league fees, thereby ensuring sufficient funds for payment of league cash awards.

Discussion Period. For five days after an amendment proposal, each manager shall have the opportunity to post comments, and to offer (a) different language to be adopted into the Charter or (b) a different solution to achieve the stated purpose.

Language: Each manager has a duty to ensure a competitive league. Therefore, continued league inactivity for a period of 14 days, without published notice of a justified cause to the league, will result in said manager's roster to be locked, benched, and levied a fine of $10.

Continued unjustified inactivity for an additional period of five days will result in expulsion from the league. Questionable justification (contested by merely one league manager) shall be put to a vote and 66% majority is necessary to dispel the questionable justification as unjustified and thereby subject to penalty. This provision is applicable to both leagues.

Purpose: To maintain a competitive league by ensuring continual league activity by all managers.

Language: The football league will utilize fractional points.

Purpose: Lessens the possibility of ties and thereby the possible use of idiotic Yahoo tiebreakers. Furthermore, enables the discussion and possible vote on using fractional points for receptions for WR; each reception being worth 0.5 points.
