I never understood how they came up with the +/- for players. I always thought it was whoever was on the ice, but whenever I look at Box Score's that can't be the case. So how is it decided?

Power play goals don't count for +-. This is probably where u are getting thrown off. However, short handed goals do count for it. Even strength goal u are right, whoever is on the ice.

So do PP goals count as a - to the team that has the shorthand?

Nope. But if a shorthanded team scores, they get +1 and the power play team gets -1.
