Subject: stats/rules question

One of those "something I should have known all along" questions:
Are +/- stats given whenever one team scores and they are at equal strength? In other words, if penalties are given and each team is a guy down at the time, does the +/- stat accrue during that penalty time (should one team score)?
If so, are the guys in the box assessed as well, or (as I suspect) just the players on the ice at the time?

My understanding is a + or minus is given to every player on the ice when an even strength or short handed goal is scored. So, the +/- would accrue to the players on the ice during a 4 on 4 goal, but not to the players in the penalty box.

You dont get a minus if you're killing a penalty and the PP team scores, if that was the case it would destroy certain players' stats. Also the PP's +/- would be unaffected. However if the shorthanded team scores, they get a plus, and the PP gets a minus.
