The 2013-14 RIHC managers have all been invited, and all have now accepted. My invitation guidelines were to give initial priority to the top 4 RIHC teams (excluding me), the teams finishing 1-2 in each AAA league, the winners of each of the two AA leagues, one other AAA team, and me. Since there was a tie for second in one of the AAA leagues, that made the choice of the extra AAA team easy.
Here is the list of the 12 RIHC managers for 2013-14: Top 4 RIHC: Florian, Swish City, Jason, Dave R AAA winners and runners-up: Gmoney, tommyd. Pacers Rule, reeb, Da Bomb AA winners: Coldwater Coyotes, Magic Air Birds Me
I expect the draft to take place starting on or around Oct 18. Prior to that, we will go through the usual process of selecting our draft order. I do not plan any changes to the league rules, which I will post shortly. If anyone thinks that a rule change is warranted, please speak up ASAP.
I do want to reopen the choice of hosting site. While this league has always been hosted at Yahoo, a recent redesign of the Yahoo site makes this a good time to revisit that choice. The other option is ESPN. Please post your preference in this thread. Only RIHC managers get a vote, but those in other RIHC qualifying leagues are invited to express opinions or to compare & contrast the two sites.
The draft will take place at Draftime.com (formerly kafenatid.net), as usual.

Here are the rules, copied from last year's opening thread. I think these are all still applicable.
Roster Positions (12/3/2): PG, SG, G, G, PF, SF, F, F, C, C, Util, Util, BN, BN, BN, DL, DL Stat Categories (8): FG%, FT%, 3PTM, PTS, REB, AST, ST, BLK Max games per position: 84 Roster moves: Daily
Three bench slots are available to hold any player. Two additional bench slots will be enabled, but are restricted as “injury slots”, hereafter abbreviated as “IS”.
Special rules regarding the injury slots: An NBA player shall be eligible to fill an IS if he is listed in any “informed” source as being injured more seriously than “day-to-day”. Examples of acceptable information sources include (but are not limited to): RotoWire RotoWorld RotoTimes ESPN NBA.com Newspaper stories (citing facts, not speculation).
Once a player appears in an NBA game, he is no longer eligible to fill an IS, even if a published source fails to remove his listing. When a player is no longer IS eligible, the team shall have a limited amount of time to remove that player from the IS, as defined below.
If a manager wishes to move a player into an IS but cannot find a confirming source, he may request that the Commissioner approve the designation. The Commissioner shall use his best judgment in making such a determination.
If any manager believes that another team has improperly moved a player into an IS, he may file a protest with the Commissioner. If any manager disagrees with a Commissioner ruling, he may request a league vote. Six votes shall be required to overturn any Commissioner ruling related to an IS.
Each Wednesday, the Commissioner shall review all rosters to assure that any filled injury slots are appropriate. In the event that an IS is improperly filled, the Commissioner will notify the manager of the violation via the email link at the Yahoo site. The notified manager will have 48 hours to correct the roster or to provide a satisfactory explanation. If a breach remains uncorrected 48 hours after notice, the Commissioner shall have the authority to drop a bench player in order to bring the roster into conformance. The player dropped will be based upon the Commissioner’s judgment as to the best interests of the impacted team.
The Commissioner shall have the latitude to extend the time for curing a breach if he knows that the manager is unreachable and/or unavailable to make the adjustment.
No player which is in an IS slot may be placed in a starting slot on any day unless the bench has been cleared of that injury slot, or unless another player is eligible to replace that player in the vacated IS. In the event of a violation, the Commissioner may elect to void any stats generated by improperly activated player.
As before, no player may be picked up as a free agent and immediately placed in an IS. Free agent additions are only IS eligible 10 days after pickup, unless the player has appeared in an NBA game after the pickup and the IS eligibility occurred thereafter.

People's loyalty to Yahoo is fascinating to me. Especially with how bad the redesign is and how good and clean and time saving ESPN's product is.
Our analysis in Dirty Dozen was that it had nothing to do with the product -- people were willing to use a lesser product because they want all their teams in one place. To me that says just get all your leagues to switch. Why settle? especially in a league as good as RIHC.
While I still prefer Yahoo Football to ESPN's layout -- the MLB, NHL and NBA products are in my opinion superior on the ESPN platform.

One more issue I'd like to raise.
Originally, this league used two DL slots. When the NBA eliminated the formal disabled list, we develop a makeshift version (described in post 1) to replicate that. Of course, it involves a fair amount of judgment, and requires manual administration.
Some of the QLs have avoided the complexity by simply adding an extra bench slot and doing away with any injury slots.
I want to ask whether it makes sense for us to take that simpler approach as well. While I am willing to continue to monitor injury designations for this league, it's unclear whether much is gained over the simpler approach.
Therefore, I'd like to poll the managers in this league:
Question: Should the RIHC continue to use the injury slot rules? A. Yes, continue with 3 bench slots and two injury slots. B. No, just have 4 bench slots with no injury slots.

It seems clear the collectively, we prefer Yahoo and we should abandon the makeshift injury slot and go with a simple 4-player bench.

Sorry to be raising these issues piecemeal, but I'm bringing them up as they occur to me.
We have always used "next day" for all player add/drop transactions at Yahoo. All transactions become effective on the day after they are made.
Yahoo does offer a same day option. Here is their description:The default deadline to make all transactions (trades, waiver claims, and free agent pick-ups) for the following day is 11:59pm PT each night. All transactions will then be reflected in your lineup for the following day.
So, if you add a player to your roster on Wednesday morning at 6:00 am PT, he will be available to your team on Thursday.
Custom League commissioners may choose to keep this deadline, or change it so that all transactions take effect on the day they are made.
If you choose to configure your league to allow transactions to take effect on the day they are made, you will be able to add free agents to your roster for the current day so long as all transactions are completed no later than five minutes before the start of each player's game. None of the players involved in a move can have played or be within five minutes of their game's start time, or the transaction will not be allowed. So, for example, transactions for all players who play at 4:30 pm PT must be completed by 4:25 pm PT. My understanding is that under a same-day approach if you want to add or drop a player after his game has started, you have to wait until tomorrow. You can't just do the transaction with an effective date of the next day. Is that correct?
Regardless, I know that same day transaction capabilities are desirable to some. I'd like to see a vote (or at least discussion on this.
Question: Should we switch to same-day add/drop transactions? A. Yes B. No, stick with "next day" effective dates for all transactions.

I know I'm not in this league but I use Yahoo same-day transactions with great success in my other leagues so I can answer any questions.
Here is my basic summary... There is only one thing you can't do -- drop a player after his game starts AND you have him in your starting lineup. He is locked in your squad til after 3:00 AM processing.
You CAN pick up a guy and put him immediately on your squad even a minute before his game starts. You CAN pick a guy up at 10 PM for a 10:30 game and put him immediately in your lineup even if other games are underway (ESPN lacks this, after 1st game freeze everyone is frozen). You CAN drop a guy whose game is underway BUT he is sitting on your bench.
I like this option especially in hoops because its very rare when I couldn't drop a guy that I wanted to because not everyone is playing everyday like in baseball. And I'm usually not dropping guys I think are worth starting anyway.

And it also really helps not fall behind games when you have guys with game time decisions, injuries etc.. cause you can just grab a backup getting a spot start last second and get him in there and maybe make a game back up. For what I would consider an "expert" league I think that is worthwhile.

B, to me fantasy should be as much about your per draft planning and organized free agent pickups as possible and as little about sitting in front of the computer each night at game time making last minute choices as possible. Option "A" rewards people with free time more than I would like to see.

We have six votes to retain "net day" transactions. I'm somewhat ambivalent on the issue, but in deference to our returning vets and our two European members, I'll vote B.
So we'll stick with next day.

I am going to generate a set of random numbers from 1 to 12. These will be assigned, in order, to this alphabetical list to determine the order in which we'll select our draft position.
I'll have "audit copies" of the random numbers sent to a few managers.

We can start the draft selection round immediately. There is no stated time limit - although if someone is absent without notice for an extended period, we may skip and move on. I'll make that call if needed, based on the circumstances and pace at the time.

I still plan to start the draft on Friday morning. I'll probably actually activate it on Thursday night. We'll plan to do the first round untimed, just to make sure everyone is on board. But we should average two rounds per day, so everyone should plan to be drafting on Friday.
