The 2016-17 RIHC managers have all been invited, and all have now accepted. My invitation guidelines were to give initial priority to the top 4 RIHC teams (excluding me), the teams finishing 1-3 in each AAA league, and the winner of the AA league. The 4th place RIHC team declined, so I invited the 5th place RIHC team (which was tied with me last year).

Here is the list of the 12 RIHC managers for 2016-17:
RIHC returnees (5): Dave R, Swish, G$, Da Bomb, Guru
AAA invitees (6): Addicted, ywk, stramonio, Tosh, Mighty Meatwads, louky
AA winner (1): WG

The NBA season begins on Tuesday, Oct 25. In each of the last two years, the draft was completed in 7-8 days, although three years ago it took 10 days. Therefore, I'm thinking that the draft should begin on or about Friday, Oct 14x, hopefully finishing no later than Saturday, Oct 22.

I do not anticipate any rules changes for this season.

Registration info for ESPN and Draftime will be sent out shortly.

If you are interested in managing a team in one of the qualifying leagues, a separate thread has been set up for preliminary organization.

I just created the draft at Draftime.com. I will send out registration info via email.

I am now about to open the draft order selection round. To do this, I will start with the following alphabetical list of manager names:

Addicted
Da Bomb
Dave R
Gmoney
Guru
louky
Mighty Meatwads
stramonio
Swish
Tosh
WG
ywk

I will then generate two sets of random numbers. The first set will be used to resequence the list of names, and the second set will be used to assign draft order. I'll send an audit copy of the random numbers to Tosh, and also post them here. Stand by...

Guru, my vacation (in Barcelona) has changed to 15-20 October, a direct clash with the draft. I will try to do as much prep as i can before i go and queue where possible, but want to give everyone fair warning that my timer could be pushing the limit at times.

Draft is now active. No timer for the first round.

After that,I am going to use a 4-hour clock, as we have used in recent years. The draft clock will continue through weekends. There will be an 8-hour clock moratorium each night from midnight until 8:00am Eastern time. Picks can continue to be made during the moratorium period, but the clock will be paused. Those picking at the endpoints do not get a double clock. In addition, if anyone is already in arrears for a pick when their next pick is due, they do not necessarily get a second clock period. This will be subject to Commissioner discretion.

The draft is configured for only PG, SG, SF, PF, and C. Many players will be eligible for multiple positions; just choose the position designation that seems most appropriate. This is only for the purposes of displaying the draft results, and has no bearing on your eventual usage options.

Our roster configuration will be as follows:
PG, SG, G, G
PF, SF, F, F
C, C
Util, Util
4 bench

Note that we will not be using injury slots this year.

Since our league is hosted at ESPN, ESPN position eligibilities will be used throughout the season. You are advised to check the league site prior to selecting any player to ensure that you know that player's position eligibility at the start of the season.

You do not need to draft a completely valid roster.

Following the draft, all undrafted players will be placed on waivers, and waiver priorities will start out in inverse order of the draft sequence selection round.

You may draft a player who is not currently listed at ESPN. If you do so, you will be assigned a placeholder player at ESPN until the drafted player is made available, at which time you must pick up that player as a free agent (without using a waiver priority). After the 16 rounds of the draft are completed, you can no longer claim an unlisted player.

This league will have a limit of 84 games per position. Since there are 2 slots for each of G, F, C, and U, those position slots will be subject to a combined limit of 168 games.

The Draftime software now allows for “auto-picks” to be made by the system from your queue. Queues can be separate for each pick. Please review the Draftime help page for a more complete description of queue management and designated pickers. In general, designated pickers should not be needed.

I recommend that you do not make your queue available unless you very intentionally want someone to make a pick for you, based on specific instructions. If you simply want to pick the top name in your queue, then use autopick. You can set a time delay for the autopick, in case you want a chance to pick manually, should you be available at the time.

You can use this thread to alert others about your availability, to request volunteers to accept a queue, to raise questions about draft rules or mechanics, to solicit trade offers or announce trades, etc. Please refrain from mentioning any undrafted player in this thread.

Based on prior drafts, it is reasonable to expect that we will average approximately 24-30 picks (2-2.5 rounds) per day. Do not assume that you'll have a day off. Please be prepared to make 2-3 picks per day.

After two rounds have been completed, I will start a separate thread for draft rationales. We will then try to keep the rationale thread on a 2 round delay.

Draft alert - I am traveling through next Wed, Oct 19. I'll make an effort to keep my queue appropriate stocked, but may occasionally be subject to longer delays that you are accustomed to seeing from me. My ability to troubleshoot the draft and/or nudge others will also be limited during that time. I may be totally "off the grid" from time to time.

I ask all managers to do their best to keep the draft moving at an acceptable pace.

I really like living on the West coast. Except those few times a year during RIHC and RIBC drafts when my clock starts at 5am.
