The 2017-18 RIHC managers have all been invited, and all have now accepted. My invitation guidelines were to give initial priority to the top 5 RIHC teams (excluding me), the teams finishing 1-3 in each AAA league, and me.

Here is the list of the 12 RIHC managers for 2017-18:
RIHC returnees (6): Mighty Meatwads, Da Bomb, Swish, Wazaap Guy, Dave R, Guru
AAA invitees (6): BB the Ball, jasonprof, youngroman, mailedfoot, Bean, Species

The NBA season begins on Tuesday, Oct 17. In each of the last two years, the draft was completed in 7-8 days. Therefore, I'm thinking that the draft should begin on or about Friday, Oct 6, hopefully finishing no later than Saturday, Oct 14x.

We will probably hold our draft order selection round during the last week of September. This should allow everyone at least a week to plan draft strategy.

I do not anticipate any rules changes for this season.

Registration info for ESPN and Draftime will be sent out shortly.

Well, we finally made it. In 2009. BB the Ball and I agreed to come play at Rotoguru.com, after playing NBA Stock Exchange together for a couple years. We were both top 50 players at that game. We learned from some other top players at NBASE, that Guru's stats were essential for winning at that game.

Fitting that we would both get to this top league together. Grats, my brother, but I am sorry that I will have to beat you this year, (if I can avoid my annual plague of injuries, of course....I already have my excuses lined up).

Has it been that long? Guess the years of experience will help! It is quite fitting we arrive together Bean. Doesn't mean I will let anyone fall to you in the draft though :)

I have extra excuses if anyone needs them!!

I just reactivated the league at ESPN. Returning RIHC managers should automatically be registered. New managers should receive invites directly from ESPN.

Draftime is not yet ready to accept registrations for NBA drafts, so that will have to wait.

In preparation for our draft selection round, I'm going to set the randomized order for selection.

To start, I'll alphabetize the list of manager names used in the opening post. I'll then align that list with a sequence of random numbers 1-12 (generated at random.org). That will be the order in which we select our draft position.

For audit purposes, I'll send email copies of the random sequence to youngroman and species. Results will be posted momentarily.

I think this is an optimal order because all the Europian managers are one after another, so we coud make faster the draft.

4 hour clock starts in round #2. Only one clock for the turn. Moratorium from midnight-8am ET. If a previous pick is still missing, the commish may skip any subsequent picks until the draft gets current.

Starting this year, I am implementing some additional time limits to attempt to coax habitually slow drafters into a better flow. Here is the framework:
We establish a point system. If you timeout (i.e., you don’t make your pick before your allotted time expires), you accumulate 2 points.

If you exceed three hours of clock time but don’t timeout (the clock will initially be set at 4 hours), you accumulate 1 point.

Points will only be assigned after the first round, which is generally an untimed round anyway.

If you accumulate 2 points in total (either one timeout or two close calls), your clock time is reduced to 3 hours per pick for the remainder of the draft. That means your next timeout would be at 3 hours.

If you accumulate 4 points in total, your clock is shortened to two hours. At 6 points, your clock is shortened to one hour. That’s the ultimate limit.

Commissioners will need to monitor this, and will have the discretion to waive or defer penalties if they believe the draft is moving OK and the time delays haven’t been too aggravating (or if the offending drafter has a good story - e.g., significant time zone difference, pre-announced conflict, etc .) Commissioners will also need to enforce the shorter clocks, since the system won’t be able to handle different time limits for each manager.

Hopefully, by adding some incentives to avoid multiple lengthy delays, the penalties won’t have to be enforced. This system was used for the recent RIFC draft, and it did help to keep the draft moving through one or two habitual slowpokes.

The draft is configured for only PG, SG, SF, PF, and C. Many players will be eligible for multiple positions; just choose the position designation that seems most appropriate. This is only for the purposes of displaying the draft results, and has no bearing on your eventual usage options.

Our roster configuration will be as follows:
PG, SG, G, G
PF, SF, F, F
C, C
Util, Util
4 bench

Note that we will not be using injury slots this year.

Since our league is hosted at ESPN, ESPN position eligibilities will be used throughout the season. You are advised to check the league site prior to selecting any player to ensure that you know that player's position eligibility at the start of the season.

You do not need to draft a completely valid roster.

Following the draft, all undrafted players will be placed on waivers, and waiver priorities will start out in inverse order of the draft sequence selection round.

You may draft a player who is not currently listed at ESPN. If you do so, you will be assigned a placeholder player at ESPN until the drafted player is made available, at which time you must pick up that player as a free agent (without using a waiver priority). After the 16 rounds of the draft are completed, you can no longer claim an unlisted player.

This league will have a limit of 84 games per position. Since there are 2 slots for each of G, F, C, and U, those position slots will be subject to a combined limit of 168 games.

The Draftime software now allows for “auto-picks” to be made by the system from your queue. Queues can be separate for each pick. Please review the Draftime help page for a more complete description of queue management and designated pickers. In general, designated pickers should not be needed.

I recommend that you do not make your queue available unless you very intentionally want someone to make a pick for you, based on specific instructions. If you simply want to pick the top name in your queue, then use autopick. You can set a time delay for the autopick, in case you want a chance to pick manually, should you be available at the time.

You can use this thread to alert others about your availability, to request volunteers to accept a queue, to raise questions about draft rules or mechanics, to solicit trade offers or announce trades, etc. Please refrain from mentioning any undrafted player in this thread.

Based on prior drafts, it is reasonable to expect that we will average approximately 24-30 picks (2-2.5 rounds) per day. Do not assume that you'll have a day off. Please be prepared to make 2-3 picks per day.

After two rounds have been completed, I will start a separate thread for draft rationales. We will then try to keep the rationale thread on a 2 round delay.

Would appreciate some grace and not to be penalised if my pick rolls around, it's past midnight and I've been on the road all day and not had a chance to assess options.

I'll pick first thing in the morning if things do get to me.

We're on a good pace, with everyone generally staying in touch with the draft. At a 2 rounds/day average, we could finish by Saturday.
