Subject: NBA's Highest Payroll....How?

I read this and am a little confused.
"the NBA's highest payroll even higher to almost $95 million - well over the likely threshold for the luxury tax, which owner Jerry Buss has been willing to pay while his team wins championships."
How can this be....do they mean you can spend all you want and be over the cap if you are willing to pay what they call the Luxury Tax? So why can't Miami do the same pay pay and pay Make super teams.....disregarding the cap?

The NBA has a soft cap, unlike the NFL's hard cap. Teams can go over the cap simply by:

Keeping their own players (most player contracts have fairly large annual raises)

Trading for players (the salaries have to be with a certain % of each other, but a team over the cap, could go further over the cap.

The exemptions allows teams to go further over the cap I believe.

I think there is also an exception for resigning your own players, even if the contract would put you over the cap, but I could be wrong on that one.

Hmmm This stuff is crazy Some makes sense and other parts no so clear.
