It’s time to begin organizing the RIHC leagues.

The RIHC managers have all been invited, and all have accepted. My invitation guidelines were to give initial priority to the top 4 RIHC teams (excluding me), the teams finishing 1-3 in each AAA league, the winner of the AA league, and me.

Here is the list of the 12 RIHC managers for 2011-12:
Top 4 RIHC: Florian, Skinneej, Gescom, Toral
Top 3 AAA1: Deejay, Jaydog, Swinganamiss
Top 3 AAA2: Da Bomb, reeb, Dave R
AA winner: Great One
Me

I expect the draft to take place during starting on or around Dec. 15. Prior to that, we will go through the usual process of selecting our draft order. I do not plan any changes to the league rules, which I will post shortly. If anyone thinks that a rule change is warranted, please speak up ASAP.

The league will be hosted at Yahoo. We will continue to use the draft software at Draftime.com (formerly kafenatid.net). With the software enhancements made last winter (including round-specific queues), I expect the length of the draft to be shorter than in past seasons.

I will open up a thread for qualifying leagues in a moment.

Here are the basic rules (copied from last year’s opening post). I don’t recall any changes made last year, but please correct me if I have forgotten something – particularly with regard to the injury slot rules:

Roster Positions (12/3/2): PG, SG, G, G, PF, SF, F, F, C, C, Util, Util, BN, BN, BN, DL, DL
Stat Categories (8): FG%, FT%, 3PTM, PTS, REB, AST, ST, BLK
Max games per position: 84 (to be adjusted for 2011-12)
Roster moves: Daily

Three bench slots are available to hold any player. Two additional bench slots will be enabled, but are restricted as “injury slots”, hereafter abbreviated as “IS”.

Special rules regarding the injury slots:
An NBA player shall be eligible to fill an IS if he is listed in any “informed” source as being injured more seriously than “day-to-day”. Examples of acceptable information sources include (but are not limited to):
RotoWire
RotoWorld
RotoTimes
ESPN
NBA.com
Newspaper stories (citing facts, not speculation).

Once a player appears in an NBA game, he is no longer eligible to fill an IS, even if a published source fails to remove his listing. When a player is no longer IS eligible, the team shall have a limited amount of time to remove that player from the IS, as defined below.

If a manager wishes to move a player into an IS but cannot find a confirming source, he may request that the Commissioner approve the designation. The Commissioner shall use his best judgment in making such a determination.

If any manager believes that another team has improperly moved a player into an IS, he may file a protest with the Commissioner. If any manager disagrees with a Commissioner ruling, he may request a league vote. Six votes shall be required to overturn any Commissioner ruling related to an IS.

Each Wednesday, the Commissioner shall review all rosters to assure that any filled injury slots are appropriate. In the event that an IS is improperly filled, the Commissioner will notify the manager of the violation via the email link at the Yahoo site. The notified manager will have 48 hours to correct the roster or to provide a satisfactory explanation. If a breach remains uncorrected 48 hours after notice, the Commissioner shall have the authority to drop a bench player in order to bring the roster into conformance. The player dropped will be based upon the Commissioner’s judgment as to the best interests of the impacted team.

The Commissioner shall have the latitude to extend the time for curing a breach if he knows that the manager is unreachable and/or unavailable to make the adjustment.

No player which is in an IS slot may be placed in a starting slot on any day unless the bench has been cleared of that injury slot, or unless another player is eligible to replace that player in the vacated IS. In the event of a violation, the Commissioner may elect to void any stats generated by improperly activated player.

As before, no player may be picked up as a free agent and immediately placed in an IS. Free agent additions are only IS eligible 10 days after pickup, unless the player has appeared in an NBA game after the pickup and the IS eligibility occurred thereafter.

I'm juggling a lot of balls this week, but we'll need to get started picking our draft sequence soon - maybe tomorrow.

I'm still leaning toward a Dec. 15th start date for the draft.

At last check, reeb still had not signed up for the draft at draftime.com. Everyone else has.

I've set the max games per slot to 68. This is consistent with the prior rule (84), which was 2 more than the number of games per team.

Time to start selecting our draft order.

I’ll start with the following alphabetical list of RotoGuru names:

Next, I will generate two sets of random integer from 1-12. I’ll do this on random.org, and have emails automatically sent to Jaydog, Da Bomb, and reeb for audit purposes. (I picked them because they have gmail accounts, and gmail won’t reject email originating from the rotoguru server.) The first set of integers will lined up next to the alphabetical list, and then the names will be resorted on numerical order. The second set of random numbers will then be lined up next to that list, which will determine the order for selecting our draft sequence.

OK, We can start immediately. There is no time limit (within reason), but if we go for more than 24 hours without a response, I'll probably skip by that person.

Draft order will be a standard snake, with even numbered rounds in reverse order. The draft will be 15 rounds. Following the draft, waiver priorities will be set equal to the even numbered round order.

Da Bomb, you get the first choice.

In 8 years of RIHC history, the team picking #1 has never finished in the top 3 in the final standings, and has only finished in the top half of the league 3 times.

In six of the 8 years, the league winners selected 6-9.

Actually, to be safe, I cancel the request to pick for me. I'll pick whenever I damn*d well please, like everybody else is doing.

Stupid of me to try to be the only manager who tries to move things along. I'll remember not to make that mistake in the draft.

I'm still planning to officially start the draft on Thursday. As is customary, I'll activate the draft sometime late Wednesday afternoon so that you can acquaint yourself with the updated software layout (if you didn't use it for baseball last season), and begin setting up queues if needed.

Once activated, early picks will be permitted.
