Okay it's early, but with a quick moment and training camps getting ready to open soon, why not start the preseason?
First order of business: Roll call! Are you coming back for the season??
I have already had one manager state a high unlikelihood they will return........so we are likely to need at least one manager, and possibly more. Feel free to offer suggestions for replacement managers.
I will get some rosters up, post last year's trades and standings, and send out a league email via ESPN.

All game, roster and scoring rules will be governed by NBA. There is no fee for using NBA.
II Draft
The Supplemental Draft consists of a slow draft and held on the basketball standings board at rotoguru.com and (or via email to all should the boards go down). Beginning in 07, Time limits will be three hours for individual picks and 8 hours cumulative clock. You may draft until your picks run out or you have reached twelve (12) players. The clock will be stopped from midnight – 9 a.m. ET but picks may be made during that time. If you time out, you will be skipped and may select at any time. If you have been skipped and have not made up that pick and it becomes your turn again, you will be skipped for that pick as well. If you leave a Q and that person is available to post your pick, you will not be charged any time on your cumulative clock.
The draft order will be reverse of last year's regular season finish and it will NOT snake. Only players currently in the NBA database are eligible to be drafted. Waivers Priority will begin in the same order as the basic draft order (lottery excluded). Please note: The bottom 14 teams will be in the lottery similar to the actual NBA draft. Top three picks for next year will be selected via lottery. 4th-14th picks will be selected based on inverse order of standings.
Trades Involving 2007 Draft Picks: 2-7 GO receives bj21s 4th round pick for his 6th rounder (Nachbar/Parker deal) 2-27 GL gets Ref's 3rd rounder. Ref gets GL's 5th rounder (Delonte West/James Posey) 2-28 Peter N gets Ref's 1st Rounder. IV Trades
All trades during the season must be submitted via the website’s offer trade feature to the league for review. If there is a draft pick it needs to be posted in our thread at rotoguru.com and needs to be confirmed by both parties. You might want to rationalize your trade as it takes just 7 members to reject the trade. You have one day to reject it so please check the site at LEAST once per day (many will have the email feature that emails all accepted trades). Remember with a Keeper league there may be draft picks involved so take the time to check those before rejecting it. Please only reject a trade based on the trade and not the teams involved. A trade by its very nature should help both teams either now, the future or both. All off-season/preseason trades will be governed by a commish. V Keepers
Returning owners will have a deadline to declare what players from their team they wish to “keep” Each owner may keep up to 6. You may keep less than six. You may trade keepers after you have declared, but you may not go over six until all 20 teams have officially declared at the Keeper deadline. At that point you may go up to 12 players.
If you keep less than six, the only way you can add a sixth keeper is via trade. You may not drop a player until after the draft is complete. If you do not name your Keepers by the deadline, the commish(s) will choose those for you and they will be final. If you post your Keepers after the deadline but before the commish posts, your Keepers will be honored. Typically the commish(s) will start figuring out uncommitted Keepers as soon as the deadline has passed. All “un-kept” players will go into the draft. A player MUST be in the NBA database in order to be kept.
The only off-season transactions that will be allowed are trades. No free agents may be picked up after the end of the season. Trades of a player for a draft pick are allowed.
VI Prizes
A fine plaque will be engraved and shipped to the winner courtesy of the previous year's winner. The trophy will be yours to proudly display with your other cherished mementos for 1 year. It will be the winner’s responsibility to engrave it and ship it to the winner. There will be an added nominal fee to help cover expenses related to the engraving and shipping of the plaque.
A separate cash prize pool has also been established. It is strictly voluntary. Only those who participate will be eligible for this prize. $15 USD entry must be paid by the season opener. The exact method of prize distribution will vary from year to year depending on participation. We focus payouts so it will NOT be winner take all. Six owners will have a chance to “win something.” Prize pool funds are due by Opening Night.
2006-07 Payout has 17 managers paid: 1st $100 2nd $60 3rd $35 4th $25 5th $20 6th $15 Total Payouts is 17 X $15 = $255
Ineligible for prize pool: PD, Pistol Pete, Mike D
If any of the non-participants qualify, the prizes will be reallocated by the commissioners. Managers will move up payout position(s) and any remaining funds will go into the trophy fund.
VII Owners
As commissioners, we reserve the right NOT to extend an invitation to or remove any owner for any reason. Primary reason for being excluded would be abusive behavior (beyond friendly trash talk, harassment), purposeful rules violations (i.e. colluding on a trade), inactivity (i.e. leaving injured players in as starters repeatedly), unresponsive to other owners or commish(s), missing deadlines (i.e. keepers, draft picks, etc.). If an owner is NOT invited back next year. A new owner will be recruited to take over the vacated team in its exact state. VIII Activity
Activity will be monitored. Every team and circumstance is different. Not every team will want to change their lineup every day. Not every manager will be able to respond to every trade the same day it is proposed. Not every manager will be able to answer emails immediately. Not every manager will make as many transactions (add/drops or trades) as others. Albeit, if we notice some inactivity (leaving injured players in lineup or leaving healthy studs on the bench) or it is brought to our attention, we may send out a friendly inquiry to that owner. Things happen in real life that is more important than this silly game, but for the integrity of the league we must do this. Every game is important! Please do not take offense if you receive one of these. Just let us know what is going on (if anything). Also let us know if there is anything we can do to assist you. Inactivity may result in a warning letter. Please understand that we are trying to work with you to resolve the inactivity. You are expected to respond to all trades/emails in a timely manner whenever possible. Activity on our threads in the Rotoguru boards is not required on a regular basis but appreciated by the league. An inquiry or a warning letter is not required before removal.

I've got both a horrible player list from which to pick keepers, and no #1 pick (which means I'm highly unlikely to trade away either of my #2 or #3 picks).
It very well could be that some of you guys get stuck with having to drop very good players that you aren't able to move. I'd be very much in the market for moving mid and low round picks if any of you guys want to get at least something of value.
So if you've got a keeper-level player (or even bubble player) that you have to cut loose, let me know. Even a mid or late-round draft swap is something for nothing.

Wolfer and I are looking at keeping Hibbert, Griffin, Conley, Wade, Stephenson, and either Ariza or Sullinger. Both are keeper level guys so we'd be looking for an offer on a pick upgrade for one of them maybe even for next year. PD it's not a specific offer but may be right up your alley. Ariza's more at his prime while Sullinger is coming into it with youth on his side. Should have a nice year in Boston as a starter.
If anyone is in 'win now' mode Wade could be discussed for a younger quality keeper or something more future oriented.

Naptown 'Nados front office has decided to keep Sullinger and put Trevor Ariza and his 1.6 steals minimum 5 of the last 6 seasons up for bids. Ariza has improved his shooting and made 2.3 threes a game last year at a 40% clip. Shot .456 from the floor on his way to 14 ppg with 77% FT%. Add in 2.5 dimes and over 6 boards a game and what's not to like? Surely he can help some G20 teams this season....at the low low price of a mid-round pick in 2015! From the G20 Hoops Treasurer:
Prize pool dues for 2014-15 will again be $15. Your payment is due by the end of the league draft. If you do not pay by then, I reserve the right to hound you privately and ridicule you publicly!
For those new to the league, the pool is funded by annual $15 donations from each participating manager. The top six teams receive payouts, based on the total size of the pool. The league champ typically wins about $100, while the sixth place team gets $15.
There is no trophy pool assessment this year, as the trophy fund is still adequate for this year. (The league champ is eligible to receive a trophy each year).
One member has permanently opted out of the prize pool: Perm Dude. The other 17 returning managers are in the pool, and expected to contribute each year. The two new managers will need to decide whether to participate. In the past, we have allowed new managers to wait until the start of their second year to decide. That decision then becomes binding for all future seasons (i.e., you cannot opt in or out from year to year).
The following 9 members already have sufficient funds on account - either from last year, or from G20 baseball - to pay the full amount, and therefore owe nothing this year: Dave R Guru Species Meatwads Beastiemiked WG Youngroman Skinneej Toral

In order to do this, we need to effectively close the draft on ESPN now - which I just did. All non-keepers are now currently on waivers, and will clear early Saturday morning. Until then, only someone with commissioner powers can add drafted players to rosters.
Once waivers have cleared, each manager can add his own newly drafted players.
When the draft is over, we'll probably have to reset/re-enter the draft in order to re-initiate the waiver clock.

To clarify for all league members ----- Guru will be correcting the Collison / Ariza moves and telling ESPN that our draft results were entered. That makes all of the remaining players Free Agents.
It is then incumbent upon each team to pick up their drafted players on ESPN . This helps the entire league be able to sort through available players without having to print ranking sheets and cross off all the keepers, etc.
I really want to start imposing a fine for teams that don't pick up any of their own players!!! Get the freakin app already, will ya???
I will work on Draftime this morning, enter keepers and turn on the draft without a clock.

- No clock today - Clock starts at Noon ET tomorrow - Draftime is the ultimate domain of available players - remember ESPN is a guide, but teams may be late picking up players. Just because they show available in Espn does not make them available on Draftime. - There are TWO exceptions to that: 1) Evan Turner for some reason is not listed in Draftime. If KKB adds him, he is NOT available to draft. 2) Players who are in Espn's database but not in Draftime's database are eligible! You can use a free form player entry into Draftime. NOTE: we do not allow the drafting/stashing of players that are not drafted onto NBA teams. This includes foreign players, HS stars, guys who are skipping college and playing in Europe or China, etc. There's no prospect list in this league! That said, players who were drafted but got sent to the Developmental League (and are in ESPN's database) are eligible.

Shaq has on ownership of 0.9%, Iverson of 0.7%. How long are they out of the league now? are there so many dead keeper leagues? why is ESPN still counting these leagues into the totals?
it also looks like Boston is in for a long season and some overtime games because if you count their projected minutes you end up with 354.7 minutes or 71 minutes per position. when was the last game that went into the 5th overtime? they have Boston projected to do this every night and will score almost 148 points in these games.
they also have Denver at 344.6 minutes. Minnesota and Miami at over 330. most other teams average double-overtime, with only a few teams that seem normal. on the other hand these teams only have a projected 8 or 9 man rotation, which is also unlikely, even when these teams stay healthy.
I hope you don't rely too much on some of these ESPN projections. not that other projections are any better. Rotowire/Yahoo and CBS project have all teams to score more than 120 points on average. it looks like we are in for a long and high scoring season.

Pretty devastating blow to my mediocre chances of winning this year with the loss of LaMarcus Aldridge. For the time being, I'm still open to adding the right players if anyone is looking to sell.
The best players I have to offer in theory are Aldridge (I would need a stud keeper back), Rajon Rondo (I would need an elite assist man back), Reggie Jackson (Quality keeper when he gets a starting job), K.J. McDaniels (Shows a very roto-friendly game as a developing rookie).
I'd prefer to hang on to Derrick Rose, Andrew Wiggins, Gorgui Dieng, Greg Monroe and Kyle Korver. Gerald Green, Nick Young and Tony Allen probably have more value to my team as specialists than as trade pieces. Unbelievable that someone with a 1 in a category is winning this league by a not-insignificant amount. The next team in the standings with a 1 is in 10th. In a league this big, that is crazy.
At just about the ASB, I find I am pleasantly surprised to be in 14th after a horrible draft and bad set of keepers (and a brief stay in 20th place). Some choice FA pickups (Lou Williams/Hassan Whiteside) gives me a little more upside than I otherwise would have thought.

Bean - as much as it would benefit my team to have you continue that, I need to ask you to field a lineup. While perhaps not against a specific rule (although we do have such a rule in Baseball -- time for some lazy ass commissioner-type to update our hoops rules), benching your roster is certainly against the spirit of our league.
The closest we have to a rule is this:
"VII Owners
As commissioners, we reserve the right NOT to extend an invitation to or remove any owner for any reason. Primary reason for being excluded would be abusive behavior (beyond friendly trash talk, harassment), purposeful rules violations (i.e. colluding on a trade), inactivity (i.e. leaving injured players in as starters repeatedly), unresponsive to other owners or commish(s), missing deadlines (i.e. keepers, draft picks, etc.). If an owner is NOT invited back next year. A new owner will be recruited to take over the vacated team in its exact state. "
There is a fight for the title, and your team CAN have an effect on this. I am behind you in OREB and you are right behind me in REB. I am only 2 behind Pete, so in fairness to him it is my opinion you need to play out the string with, at least, a valid starting lineup. You don't have to sub in and necessarily maximize games, but a valid starting lineup (even untouched) should be a minimum.

So, its OK to tank as long as nobody notices then right? With the large upper GP limit in this league, its easy to tank by just not rotating players, which appears to be common. Would be nice to have a specific criteria.
I use minimum GP in the keeper league I run. The penalty is to be subject to a vote for retention. A third of the owners have fallen below the threshold in each year so we didnt vote for fear of decimating the league.
I'm thinking of altering the rule to an automatic draft order penalty instead. Difficult to encourage full participation without destroying parity.

Wow. What a grind......pretty shocked but hella stoked!!! I was losing key players left and right down the stretch like Demarcus Cousins, Kyle Lowry and Jamal Crawford.....but thankfully I had enough depth to limp to the finish line....
I mortgaged the hell out of my team, trading my first 4 picks and will start next year with bmd's 2nd as my highest pick (yeeesh!)........but to win is divine and I am thrilled.
MVP: Kevin Durant
As Kevin Durant faltered, Russell Westbrook simply became a MACHINE. For the year he averaged 28 PPG, 8.6 assists, 7.3 REB, 1.9 OREB, 2.1 STL and hit 83.5% of his 10 FT a night. That pales in comparison to the work he did while Durant was out -- a triple double machine to say the least. And these weren't Jason Kidd 11-point triple doubles.....these were triple doubles with 30 and 40 points on top of the assists and rebounds. Crazy.
Least Valuable Player: Jamal Crawford Bad luck for me. Traded for him and he got hurt. Did not give me the 3s I desperately needed to improve or just hold steady in that category.........thank gawd for:
Most Critical Pickup: Hollis Thompson Former WG trade bait, I snagged him up at the end of March......and during those last 2 and a half weeks, Thompson lit it up for 3 threes a game. Look it up --- I ended up 23 threes away from losing 3 points in the standings.....and 26 threes away from losing 4 points in the standings. I might have held on without him (or with less from another FA pickup), but I sure as hell would have gotten an ulcer without him draining 3s like Steph Curry in practice. He also didn't miss a single free throw in the last 15 days. Sure, only 1.7 FT a game, but that was nice.
Key Trades: Trading early for Danny Green and in January for Marcin Gortat gave me key depth to run out a pretty solid lineup every night as people sat out games. Westbrook early on, Cousins with meningitis (or whatever the F he had), Lowry, Parker, etc etc. Green was solid with contributing numbers across the board: 2.4 3s, a block, a steal, 4 boards and a few assists a night. Gortat was a solid big man with good FG, decent points and strong offensive boards with a block and a half a game.
I feel bad for Pete -- three second place finishes in a row has to sting. But with Lebron only hitting 71% FT, and Andre Drummond doing a Dwight Howard in his prime imitation (both the GREAT and the sucky-ass FT%), I'm not sure how he manages his team any better than he did! Geezus -- if you just exclude the FT% category, Pete's team put up 155 out of a possible 160 points! That is totally nuts.
Congrats to RSF for turning James Harden and a relatively ragtag group of guys into a 3rd place finish! Very well done.
Dave R's SANFORDORS team will be a team to be reckoned with next year with a healthy Paul George back. What a set of keepers: Davis, George, Teague, Walker, Favors and perhaps Noah. Well rounded.
Bean managed very well with every roster spot taken by a contributing player. His entire ending roster has a player with a double-digit scoring average for the year -- pretty damned impressive.
coldwater coyotes went from questioning whether to play to a very high finish. Now he has high-upside guys like Butler, Gobert and Mirotic to form a really solid core.
Meatwads loaded up on picks and maybe someday Derrick Rose will play 60 games. He added a star in the making (or at least a really productive young pg) in Jackson to go with Aldridge, Rose, Rondo and Monroe. He has some bullets in his gun for more trades too.
And kudos to the rest of the league for their efforts as well. Thanks for making it fun!

Wow... entering the season I thought my team would be lucky to finish out of the bottom 3, and I finished in the top half. I essentially punted the draft this season, stocking up on rookies with upside at the sacrifice of stability. Only Payton panned out (McDermitt and Warren were complete busts, and I gave up a bit too early on Rodney Hood). Strong runs from Elfrid Payton, Nerlens Noel, and Enes Kanter, coupling them with Beal, Klay Thompson, and Marc Gasol give me a real solid stable of keepers heading into next season.

Bean's point with a month or two left in the season brought up a good point. The Hoops rules are a little vague in terms of participation/fielding a full lineup. I would like to put to a vote adding two sections to our constitution. One, the activity section from our baseball rules......and secondly, a minimum number of games played.
1) Activity section:
Activity/Unforeseen Circumstances Activity will be monitored. Every team and circumstance is different. Not every team will want to change their lineup every day or be able to respond to every trade or answer emails immediately. Not every manager will make as many transactions (add/drops or trades) as others. Albeit, if we notice some time of inactivity or it is brought to our attention, we will address it. Please understand that we are trying to work with you to resolve the issue. You are expected to respond to all trades/emails in a timely manner whenever possible. You are also expected to keep healthy and competitive players who are playing in your active lineup. Activity on our threads in the Rotoguru boards and on our league site are encouraged and required at times for league business, including rules discussions, drafts, etc. Should unforeseen scenarios arise, the commissioners will use their best judgment to settle any matters in the best interest of the league.
2) Minimum games played
An average of 70 games played per position is required.

An average of 70 games per position only works out to a total of 560 GP, right? That seems way too low. The two teams with the lowest GP this year averaged 79.375.
560 almost seems to give tacet permission to tank. Just keep on rotating in players with off days.
I'd prefer to support a minimum much closer to 80. Even that is more than 10% below the max.

Our bench is four slots. The line "You are also expected to keep healthy and competitive players who are playing in your active lineup." is too rigid. I had 5 guys out with season ending injuries and it was AFTER the trade deadline. Having to drop a keeper because of injuries would've caused me to quit the league.

This is what I am looking to propose for a just completed 3rd year keeper league I commish.
We currently use 82 games per position max and our min rule is below 736 GP (78 GP/pos avg) subjects you to a vote for removal. One third of the members have been below the min each year, so we have never voted.
Instead of voting for removal, I am going to propose that for each average GP under the minimum you move up one full standing position for draft purposes.
So, lets say you finished 9 of 9 in my league, but only had 911 GP (75.92 GP/pos). Since that is 2 GP below minimum, you would move up two picks in every round of the following year's draft. So for draft purposes, it's as if you finished 7th instead of 9th.
If several players are below minimum, and they are below by varying amounts, then apply the penalty to the greatest offense last (i.e. apply the penalty in descending order of total GPs).
Anyway, this has the effect of setting a goal for GPs, while having a penalty that is proportional to the severity of the offense. It can discourage tanking, without destroying parity.

I like Bean's idea of implementing a draft pick penalty for inactivity/tanking. And with this type of penalty, I'd certainly argue for a MUCH higher number than 70/slot.
Teams should be competing to be the best they can be. Even if there is no chance to finish in the money, in a roto-scoring format those teams can and do have a significant impact on teams that are still competing. So I think it is important to provide all teams with an incentive to keep lineups as active as possible.
My team really sucked this year, and it was clear early on that this was a year to begin to rebuild/reload. I was conflicted in the last month or so as how to manage. I always kept 8 active players in my starting lineup, but I did not actively rotate players in/out to maximize games. This still put me at a final GP total that was higher than 7 other teams (avg. 83.75). But I readily admit that I could have gotten even more GP.
In the event that a team gets overloaded with injured players of potential keeper quality, then that manager should be able to appeal for an exemption. The commish could grant the exemption, and his decision could be overridden by majority vote, if there is an outcry against the decision.
But in most cases, I think the decision to go "inactive" is that there is no incentive to do otherwise - other than the altruistic motivation to behave in the best interests of the total league.
So, while I agree with some others that the proposed rules are marginally better than nothing, I really don't think they will have any material effect as currently framed.

With an average of 80 GP/pos as a minimum, only two teams would have fallen below the threshold this year and just barely. So, I would argue that any rule that would set the minimum below 80 GP would likely make participation worse, not better.
At 82, only five teams would have been incentivized to be more active, while at least five more would likely have been less active.
I like 85 as a minimum, where eight of twenty teams would have been forced to be more active or suffer the consequences.

You may notice that I renewed the league in ESPN. Not starting any preseason business yet......just was in there so I clicked the button.
We do have some improvements / clarifications / tweaks to consider in our rules. Will probably try to get that started next month sometime.

Offensive rebounds? not turnovers? The numbers/points look pretty much like RIBC leagues. Anyplace to see previous draft results? I think I would be interested but remember the timberwolves are known for tanking with generally bad results especially with draft picks until very recently. Who is on the team that might up for grabs?

A couple of nice pieces worth keeping but not sure of much else. For leagus (ESPN?) is it 2 guards PG/SG, 2 forwards PF/SF, one center, one additional guard, one extra forward, and 3 others so 10 could play at a time? With only 12 players seems hard to get all the games in if injuries and would require a lot of pickups and drops. What is the general thought/philosophy on who to keep in the league--highest ranked players for production or potential for the upcoming season to determine how to build team.
If I build the team around Anthony Bennett--I assume as a keeper which he must have been last year--I might be suspect of tanking, low BB IQ, or crazy brilliant(if one thinks he will play like a #1 pick) before the season started. Anyplace to view prior drafts and has draft order been determined for this year?
If Bennett had a breakout season and still on timberwolves(thoughts here are he may get traded before season starts), I would be ecstatic as the timberwolves might actually be good this year.

Makes sense with only 8 players and this team had only 3 eligible guards and one SF--so no position designation with guards and forwards either. Thanks.

Hoops is by far the easiest sport to rebuild in. I don't think anybody has ever had a rebuild project last longer than 1 year. Our short bench forces contending teams to utilize all their slots and not have them tied up in the future with guys that might not be playing much now.

I am interested in filling manager position--especially now that the fantasy football draft is done can at least look forward to BB. With a large group it should be hopefully fun and interesting.
