The following managers have accepted my invitation to compete in the 2018-19 RIHC:
Top 5 RIHC: Swish City, Dave R, Species, Guru, Youngroman Top 2 AAA#1: s_R, tommyd Top 2 AAA#2: Philly Busters, TD 3rd place AAA (3 chosen from 6 ties): RSF, Tosh, Twolves
One of the AAA leagues had a 2-way tie for 3rd last year, and the other had a 4-way tie. Only 3 spots were available for 3rd place finishers this year, and I ended up selecting them by random draw. Although other methods had been suggested for breaking the ties, none seemed any “fairer” than a random draw.
The NBA season begins on Tuesday, Oct 16. For each of the last three years, the draft was completed in about 7-8 days. Therefore, I'm thinking that the draft should begin on or about Friday, Oct. 5, hopefully finishing by Saturday, Oct 13.

League invites were just sent out from ESPN. These invitations may have only gone to new teams. Returning teams from last year's RIHC league are automatically carried forward.
When joining the league, new managers should reset their team names to something of their choosing. Since you are filling the slot held by an outgoing manager, the old team name might be carried forward unless you change it.
You'll note that the ESPN interface is new this year. Hopefully, we haven't lost any functionality in the transition.

We will be starting the process of selecting our draft position in the next day or so. Please be thinking about this.
I'll crank out a random order for this process later today.

I generated a set of random numbers from 1-12, and aligned that set with an alphabetized list of managers. Youngroman and Tosh received audit copies of the random draw.
Here is the resulting order for our draft selection round:
1 Dave R 2 RSF 3 tommyd 4 Species 5 Twolves 6 Guru 7 s R 8 Youngroman 9 Tosh 10 Philly Busters 11 TD 12 Swish City
Remember that our draft is a traditional snake draft for 16 rounds.
Dave R gets his first choice.
Proceed.

Wonderful. As an FYI, I will be in Japan during the draft. I guess I will need to be an expert in queues. That will suck.

I plan to activate the draft sometime on Friday - probably evening. We'll do the first round untimed, and then proceed from round 2 with a 4 hour clock.
I'll be traveling through October 9, so during the first few rounds, I may not be available as quickly as usual to address glitches, or to badger laggards.

This will be fun:
Time in Japan is +13 hours to EST. So, basically I would expect to be asleep from roughly 10:00am EST to 6:00pm EST on a daily basis.
I should be able to queue up any 1 pick.....and might get aggressive and leave a short queue for my next pick. But if we jam through an entire round / turn in 4 hours, I may be caught asleep.....literally.
I contemplating picking 1st to be at the turn and have a much easier time managing.....but it wasn't strategically the best choice so I didn't do it. I might be regretting that pretty soon. Oh well.
So......please be patient if I end up using clock. While I do not expect preferential treatment I do ask for whatever the normal clock has been historically.
I will contemplate adding someone to make some picks.....just not sure who I can trust with that power that isn't already in RIHC.

4 hour clock has been turned on. Only one clock for the turn. Moratorium from midnight-8am ET. If a previous pick is still missing, the commish may skip any subsequent picks until the draft gets current.
Starting last year, I implemented some additional time limits to attempt to coax habitually slow drafters into a better flow. Here is the framework: We establish a point system. If you timeout (i.e., you don’t make your pick before your allotted time expires), you accumulate 2 points.
If you exceed three hours of clock time but don’t timeout (the clock will initially be set at 4 hours), you accumulate 1 point.
Points will only be assigned after the first round, which is generally an untimed round anyway.
If you accumulate 2 points in total (either one timeout or two close calls), your clock time is reduced to 3 hours per pick for the remainder of the draft. That means your next timeout would be at 3 hours.
If you accumulate 4 points in total, your clock is shortened to two hours. At 6 points, your clock is shortened to one hour. That’s the ultimate limit.
Commissioners will need to monitor this, and will have the discretion to waive or defer penalties if they believe the draft is moving OK and the time delays haven’t been too aggravating (or if the offending drafter has a good story - e.g., significant time zone difference, pre-announced conflict, etc .) Commissioners will also need to enforce the shorter clocks, since the system won’t be able to handle different time limits for each manager. We zipped through the first two rounds in good order, so I'm hoping that the point system won't come into play. Because we have several members drafting from overseas, I'll be lenient in enforcement as long as we are making good progress overall.

The draft will end today. Great pace - just under 7 days!
Please complete your rationale submissions, if you haven't already. Thanks to most of you who have been good about keeping up without my nagging.
I'll plan to get all players loaded into ESPN no later than Saturday.

Rosters have been loaded into ESPN. All undrafted players are on waivers, which will clear early Sunday.
Please review your rosters to be sure I have accurately entered your draft.
Initial waiver priorities are the reverse of the order in which we selected draft position. (i.e., Swish is first, Dave R is last)
