The result, IMO, with an out-of-control referenda system.
A bonus kick in the pants: Other employees who are not federally protected by minimum wage requirements, such as some of the state’s doctors and lawyers, will go without pay from California’s government for the month of July. |

The way I understand it, once the budget is passed, those employees will get their unpaid salary paid back to them. Sucks if you are living paycheck to paycheck, but I don't believe they just lose the money entirely. I heard one of the Governor's spokesman saying they had no choice, they were just following the law. I'm not sure that is absolutely true, as we have been in this position before and I don't recall this "law" ever being enforced. I suppose it sends a message to the legislature to get cracking on a budget.

If nothing else, it will certainly do that. And that's not a bad thing.
It seems that every year here in PA our budget is late. If state employees were automatically put on minimum wage for that period that the budget is overdue, that would do good things, I think, toward getting one passed in time, even if the difference in pay is covered later.
