That's the current GOP meme, anyway.
You know that the settlement actually occurred in 1999, yes? The efforts by Obama is intended to pay out claims that already exist. There was no change in the process for validating the claims.

Eric Holder...a billion plus in fraud...non-farmers getting reparations meant for farmers. The ball is in Obama's court now. How hard is it to figure out, "Hey, you're not a farmer".?
