I am pleased to announce the 14 managers for the 2006 RIFC:

This list includes me, the top-6 non-me seeds from last year's RIFC, 3 teams from each AAA league, and the (playoff) winner of the AA league. The winner of the AAA2 league (Mike V) declined the invitation, so I selected the next best team from that league.
Although it is still early, there are several things that we can start on:
1. Sign-ups for qualifying leagues. I will start a separate thread for this.
2. Discussion of possible rules changes. I will begin a separate post for this.
3. Discussion of any other issues that should be resolved before the start of the draft.
I expect that the draft will start sometime around August 18. If we decide to expand roster sizes, we may need to push that up a few days.
I plan to draft using kafenatid.net software once again. For those who may not have used this before (or since last summer), there have been some significant enhancements, particularly in the handling of queues. One consequence is that the recent drafts for baseball moved faster than in prior years, as people were more able to effectively manage and submit queues.

FYI, I am on family vacation August 18 - 27... right in the heart of draft season.
I should be able to keep up reasonably well and I'm pretty comfortable / reliable with queues.
I'll also probably leave my phone # with people picking ahead/behind me or who are otherwise watching like hawks ('hawks being appropriate since I'm heading to Seattle). =-p We'll deal more with this when the time comes, but just wanted to give you all a heads up now.

I believe these are the final rules. Hopefully, they are clear and correct:

Points are assigned for yardage allowed according to the following table: 500+ yards allowed: 0 points 400-499 yards allowed: 1 point 300-399: 2 275-299: 3 250-274: 4 225-249: 5 200-224: 6 175-199: 7 150-174: 8 125-149: 9 under 125: 10

Unlisted players
During the draft, any player may be drafted, regardless of whether or not the player is listed at the hosting game site. Once the draft is completed, unlisted players may not be added to any roster. This applies for any post-draft waiver processing as well.
In the event that a drafted player is not listed after the draft has completed, a placeholder player will be assigned to the drafting team, to be replaced by the drafted player as soon as he is available.
Priority Claiming All free agents (any players not on a current roster) are subject to a weekly claiming process at noon on Wednesday. Following the first 6 weeks of the season, the priorities will reset weekly based on the reverse of W/L percentage. After that, priorities will not be reset. Throughout the season, when a player is claimed (either via "free agent priority claim" or a waiver claim), the claiming team moves to the end of the claiming priority list. Following the final regular season game, priorities will be reset based on playoff seed, with the top seed getting the top priority. Thereafter, throughout the playoffs, priorities will again adjust only when a claim is awarded.
Starting at 1:00pm on Wednesday, all free agents may be picked up by any team "first come, first served" without any change in priority status.
When a player is dropped from a roster, the player will go on waivers for 48 hours. At the end of the 48 hour period, if any team has placed a claim on the player, the team with the highest claiming priority will receive the player. If no claims are submitted, the player becomes a free agent at that time. If a player is dropped within 48 hours of his game freeze, he may not be claimed until the following week's free agent claiming process.
Starting five minutes prior to the scheduled start of each NFL game, no player in that game may be dropped, regardless of whether the player is an active or bench player.
Schedule 13 week round robin Doubleheaders all weeks 1-13 (play each team twice) Single elimination playoffs, weeks 14-16
Trades and trade deadline During the draft, trades may include draft picks. Trades will normally be approved immediately by the Commissioner, assuming they are reasonably balanced. If league managers believe an announced trade is unbalanced, they should protest the trade ASAP.
After the draft, trades will be subject to a review period. For the first 24 hours following a trade, managers may protest a trade by posting a message at the RotoGuru forum, or by sending an email to the Commissioner. If at least 3 managers protest a trade within 24 hours of its announcement, then all managers will be polled within the next 24 hours. If seven or more managers vote to veto a trade, then it will not be approved. If a proposed trade is announced less than 24 hours before the earliest freeze for any player involved, then the entire trade will not be processed until the following week.
If a trade does not receive at least 3 protests, then it will be effective 24 hours after it is announced. If a trade receives at least 3 protests but the protests are not upheld in a full league vote, then the trade will be processed 48 hours after it is announced.
The trade deadline is 11:30pm EST on November 10.
Playoffs 8 teams Top 6 W/L records are seeded 1-6 Top remaining total points are seeded 7-8 Teams with equivalent W/L records are seeded based on head-to-head first, then total points Bracket is fixed (no reseeding after each round)
Players at the primary skill positions (QB, RB, WR) and team defenses may not be added for any reason during the playoffs. Free agents at these positions will be locked out after the final regular season game. You may drop a player at one of these positions, but once dropped, that player cannot be added later.
Players at the other positions (TE, PK, IDP) may be added or dropped according to normal regular season guidelines, subject to playoff claiming priorities, if applicable.
Team which are not still active in the Championship playoffs may not make any transactions - adds or drops - even if they are still competing in the Consolation bracket.

Regarding post 193,
First, sorry to intrude... but, IIRC, there was a maximum number of players that could be drafted at any one position (For instance, I believe at the RB position, it was 7). I do not see this anywhere in the final rules...Does this restriction still apply? Or perhaps my memory is failing me and this rule never existed.

I had said in an earlier post that the initial waiver priorities were the reverse of the opening round sequence.
It now occurs to me that waivers are not processed before the opening game of the season. Therefore, unless we implement a manual process, there is no priority system for adding free agents (or dropped players) after the draft but prior to the end of the first weekend.
I think I can make all free agents subject to an initial claiming process 48 hours after the league is activated. Thereafter, I think we'll just do without the waiver process until after the season starts.

Most of the rules are carried over from last year's league, and I have assumed that they are still correct. I have updated the rules that have changed, and also added some details in the Custom rules section regarding playoff roster limitations, trade approval process, and a few other clarifications.
All league managers are encouraged to review these and question anything that looks incorrect.
Commissioners of qualifying leagues are also encouraged to use this as a resource when setting up those leagues.

As a heads up on our draft process, I plan to start the draft on the morning of Wednesday, August 15. The clock will initially be set at 6 hours, with a moratorium from 11pm-7am EDT. If the clock expires, the next person in line will get to draft, and the skipped drafter will make up his skipped pick whenever he can. The clock will continue to run on weekends.
People at the endpoints of the draft have only one single time limit to make their consecutive picks.
Last year, we started the draft on August 17 and finished on Sept. 1st. I did not activate the clock until August 19th, but I am planning to activate it at the start of the draft (i.e., August 15th) this year, since we have 3 extra rounds to complete.
Since last year, KKB has added some very nice queue capabilities, and I expect the draft to proceed with fewer/shorter delays because of that. This was certainly the case in the baseball draft held in the spring.
As before, I will set up a script on rotoguru1.com that displays the results of the draft in progress, both sequentially and in grid form. If you do not have access to kafenatid.net (at work, for example), this script should allow you (and outsiders as well) to follow the details of the draft. I can also set up the same viewing program using a different domain, if there are those of you who mayu lack access to both rotoguru1.com and kafenatid.net at the same time. Let me know if that would be useful.

Found an internet cafe in London...My flight for tomorrow is currently on schedule, but it has been cancelled 2 of the past 3 days. Security at Heathrow is still pretty tight, so, only about 70-80% of flights are getting out. Our same flight for today did make it out, though, so, I am still hoping to be back before the draft. My British Airways flight is at 11 am (GMT) and is flight number BA0217, so, if I am stuck at the airport with no internet access, you guys may be able to find info about my departure there. Just to put it in perspective, my sisters were booked on a flight last Friday, and have been cancelled all the way up until this Wednesday.
In efforts to get the draft started, I am sending a 3 man queue to Guru, but if I am stuck for a bit the next couple days without internet access, I would appreciate a lax approach for rounds 2 and 3 (assuming I can't find internet access). Thanks guys, and I will hopefully be back stateside tomorrow.

Thanks for the good luck wishes, and I am now back home in the states. Loooooooong flight...2 hours of delays + 8 hour flight. Going to take me some time to get completely up to speed on some things, so, I am glad I am locked in at the 3 pick and won't have to make another choice for another 22 picks.
